Research On The Government's Purchase Of Community Home-based Elderly Care Service

The number increases,the number of older high,pension service is faced with great challenge.Experience shows that community home care is the most practical and easily accepted form for the elderly.This mode is to realize the transformation of government functions,but also to meet the more private and rich needs of the elderly.An in-depth analysis of the subject is necessary if higher quality service is to be provided.This article mainly explores the problems existing in this purchase process.Mainly from the system,capital investment,undertake the main body of choice,contract signing and implementation,purchase results feedback several stages.Taking Dandong District of Shenyang City as a case study,literature research method and case analysis method are used to conclude that there are problems such as imperfect purchase system,risk in the form of capital investment,immature supply system of home care service,deviation in the signing and execution of contract,and imperfect supervision and evaluation system in the government purchase of community home care service.The reasons about these problems lie in the disconnect between the policy system and its implementation,the limitations of the service market and the unclear responsibilities of the actors.Suggestions are given in several aspects such as purchasing service system,fund management index system,establishing long-term supervision and evaluation mechanism,and tapping the potential of supply market.By exploring the problems,causes and countermeasures of the government's purchase of community-based elderly care services,we hope to provide reference and help for other similar purchases of services in China.
