| Improving the rural living environment and building a beautiful and livable countryside is the meaning of the development of the new era.However,due to the limitation of China’s urban-rural dual system,ignoring the improvement of rural human settlements in the early stage of development leads to the imbalance of urban and rural development.There are serious human settlements problems in rural areas,which gradually threatens the life happiness and health of rural residents.In recent years,the central and local governments have attached great importance to promoting the improvement of rural residential environment.The five-year action plan for the improvement of rural living environment points out that the rural living environment has reversed the long-standing dirty,messy and poor situation in rural areas,and the village environment is basically clean,tidy and orderly.However,with the continuous promotion of rural residential environment improvement,the focus of rural residential environment improvement in China is from construction to management.How to give full play to the main role of rural residents to build a long-term management and protection mechanism is an important practical problem at present.Based on this,this paper first constructs an "information cognition behavior" model from the level of rural residents to explore the impact of government information on rural residents’ Deep Participation in the renovation of human settlements.Secondly,combined with the village level,this paper constructs a multi-level analysis model to analyze the effect and mode of village rules and regulations on rural residents’ participation behavior.Based on public goods theory,common governance theory and planned behavior theory,this paper uses 1243 effective questionnaires in Guanzhong area of Shaanxi Province,and uses structural equation and multi-layer structural equation model to analyze the impact of government information and village rules and regulations on rural residents’ Deep Participation in human settlements.Through literature review,current situation analysis and empirical test,in order to explore the impact of government information and village rules and regulations on the deep participation of rural residents in the renovation of human settlements from the perspectives of government and rural residents,and put forward to improve the renovation system of rural human settlements,so as to provide theoretical support and practical basis for optimizing the long-term management and protection mechanism.The results show that: first,with the continuous improvement of rural living environment,the environmental health awareness of rural residents is improving.However,there are significant differences in the depth of rural residents’ participation.Second,as the supply of ecological public goods,the government information can significantly promote the deep participation of rural residents in the improvement of rural living environment by eliminating "uncertainty".The bootstrap test results show that government information can significantly improve farmers’ cognition and affect rural residents’ Deep Participation in human settlements remediation,and there are significant differences in the effects of some paths.Third,as an important institutional means of rural autonomy,village rules and regulations have a great impact on Farmers’ cognition and behavior.Within the village level,village rules and regulations mainly affect farmers’ cognition,so as to gradually guide rural residents to participate in behavior.Between villages,due to the differences in the ability of village leadership,traditional culture and economic development,the effect of village rules and regulations is affected.In addition,for rural areas with strong perceptual behavior control,village rules and regulations have a greater impact on rural residents’ Deep Participation in remediation.Based on this,the following policy suggestions are put forward: firstly,the government should give full play to the role of administrative means in eliminating information asymmetry,use the influence path of information cognition behavior,and take multiple measures to guide rural residents to deeply participate in remediation;Secondly,give full play to the role of village governance,encourage village collectives to formulate village rules and regulations according to their own conditions,and enhance the long-term governance capacity of village rules and regulations. |
