Research On The Implementation Dilemma And Countermeasures Of The Policy Of Installing Elevator In Existing Houses In Cangnan County

With the vigorous development of China’s socialist market economy,the process of urbanization construction in China is further improved,and the requirements of urban residents for living are also increased.However,due to historical reasons,there are still a large number of residential buildings without elevators in Our country.As the aging degree of the country is further aggravated,residents’ expectations for the existing residential buildings with elevators are also gradually strong.Both residential elevator began to become a hot people’s livelihood,but also gradually become an important government public management work,all over the country began to install the elevator as a major people’s livelihood work.This paper takes the current situation of elevator installation policy implementation in existing residential buildings in Cangnan County,Zhejiang Province as the research object,uses public service theory,game theory and collective action theory as the theoretical basis,and analyzes the implementation of elevator installation policy in existing residential buildings combined with the successful case of Cangnan County.The study found that cangnan county in recent years the existing residential elevator installation work began to appear some successful cases,the number of elevator installation is also increasing,but there are still different aspects of the implementation of the policy problems.Such problems as insufficient policy supply of government departments,unclear role positioning,insufficient depth of community participation,residents’ coordination difficulties,insufficient funding subsidies,residents’ leaders’ difficulties,enterprises’ insufficient participation and so on.Through literature,field investigation and individual interviews and other ways to collect data and information,starting from the policy implementation process,the policy implementation and results analysis of deficiencies,makes every effort to accurately grasp the cangnan county in both the house equipped with elevator policy problems and reasons,on this basis,the optimization countermeasures are put forward.Through the government level,community level,neighborhood level,enterprise level four Angle to analyze policy implementation difficulties,one is the execution of government level,such as unclear orientation of policy supply,role,the problem of enforcement is not big,the second is the implementation of community level,such as community consultations communication role play and conflict resolving ability is not strong,and so on and so forth;The third is the implementation dilemma of residents,such as residents’ coordination and disagreement,investment pressure and difficult choice of leaders;The fourth is the implementation dilemma of the enterprise level,the elevator enterprise participation willingness is not high and the enthusiasm of the property enterprise is not high analysis.On the basis of the above analysis of the dilemma of the policy implementation,this paper puts forward the countermeasures to improve the implementation of the elevator policy in cangnan County.First,at the government level,we should introduce rules and regulations tailored to local conditions,build a promotion platform for inter-departmental interaction,and strengthen the central position of people’s livelihood.Secondly,at the community level,we should cultivate community autonomy ability and improve community coordination ability.Third,at the level of residents,it is necessary to introduce social third-party institutions,broaden funding channels,and develop incentive mechanisms for leaders.Fourth,in the enterprise level to extend the elevator enterprise business chain and improve the property enterprise management services.
