Study On The Problems Of Intentional Adding Workload In Policy

For a long time,the intentional adding workload in policy has gradually become a strategy and means for the government to implement policies,because it is helpful to ensure that the implementation results reach the policy targets,and even can overaccomplish the policy tasks.The phenomenon of intentional adding workload in policy in many areas is becoming more and more widespread.However,the intentional adding workload in policy has potential hidden danger which may cause many kinds of implementation problems.It is easy to produce some implementation deviations and affect the actual effects of policy implementation.In recent years,the chaotic implementation phenomenon caused by the intentional adding workload frequently appears.It has aroused great attention from all circles to the phenomenon of the intentional adding workload.Therefore,the central policy document has repeatedly emphasized that the local implementation should not add workload layer by layer.Why does the intentional adding workload appear in policy implementation? How to control the intentional adding workload in the appropriate range? How to reduce the policy implementation problems caused by the intentional adding workload? These questions have gradually triggered a wide range of discussion,and become the key topic of in-depth research.Firstly,this paper briefly summarizes the performances of the intentional adding workload in policy.In depth the intentional adding workload in policy mainly as the excessive policy implementation,and in width,it is mainly manifested as the enlargement of policy implementation scope.Then,the reasons why the phenomenon of intentional adding workload in policy implementation appeared are found.The macro reason is the effect of the pressure type system.The meso reason is game and collusion of hierarchical interests.The micro reason is executor’s need of avoiding responsibility and their motivation of taking achievement.The moderate intentional adding workload in policy has some positive effects.It is conducive to achieving the central policy target and enhancing the momentum of local implementation.But more importantly,the excessive intentional adding workload in policy is easy to have a negative impact that cannot be underestimated.It is easy to make the policy implementation go out of form,make the grass-roots executors can’t bear the heavy load and make the interests of the people are harmed.This paper uses the case analysis method,taking the clean heating policy of Hebei Province as a case.It is found that the phenomenon of intentional adding workload exists in Hebei Province,which includes the intentional adding workload in depth of added policy indicators and actual over-execution,and the intentional adding workload in width of enlargement of local policy implementation scope.Then we analyze the internal mechanism of the phenomenon of intentional adding workload,which appears in the clean heating policy in Hebei Province.It is believed that and the influence of the pressure system on local implementation,the interest game and increasing consensus of the local level governments,the generalization of grassroots responsibility avoidance and the secondary motive of taking achievement.The intentional adding workload in policy has brought the positive effects to the implementation of clean heating policy in Hebei Province,but also has produced a series of negative influences,which affects the effectiveness of policy.According to the causes of intentional adding workload in policy,this paper puts forward the corresponding governance countermeasures,such as remodeling service-oriented administrative values,reforming and perfecting the pressure system and establishing hierarchical benign interaction mechanism.It is expected to reduce the policy implementation problems caused by the intentional adding workload,reduce the negative influences of related problems,and improve the scientificity and effectiveness in the policy implementation.
