In recent years,the number of elderly people in my country has been on the rise.According to the Seventh National Census Bulletin,as of 0:00 on November 1,2020,the population of the country’s population is 264,018,766 people aged 60 and above,accounting for 18.70%,of which 190,635,280 people aged 65 and above,accounting for 13.50%.The intensification of population aging has brought huge challenges to our country’s economic development,social security and other aspects.The aging problem has become one of the urgent problems to be solved in our country.Promoting the sustainable and healthy development of education for the elderly is particularly important as an urgent task for actively responding to the aging of the population and vigorously developing services and industries for the elderly at present and in the future.In October 2016,the General Office of the State Council issued the "Development Plan for Elderly Education(2016-2020)",proposing to promote the establishment of laws and regulations,and support and encourage qualified regions to formulate relevant local laws and regulations to promote the standardized and healthy development of education for the elderly.Elderly education in G Province began in the mid-1980 s.After nearly 40 years of development,it has formed a good situation and has a benign legislative foundation.Enacting the "Regulations on the Elderly Education in Province G" as soon as possible has far-reaching social development significance in promoting the development of the elderly education in the Province G and strengthening the construction of the social security system.This article mainly focuses on the legislation for the elderly education in Province G,and conducts research from the following four parts:The first chapter is the connotation of senior education,the development history and development trend of my country’s senior education,and the development status of senior education in G province.Through combing the connotation of senior education at home and abroad,comparative research and conclusions are made from four aspects of positioning,subject,mode and content.Through combing the development process and development trend of my country’s senior education,we can deeply understand the background and legislative orientation of the policies and regulations of senior education in different periods.Through combing the development status of the elderly education in G Province,summarize the development pattern and existing problems of the elderly education in G Province.The second chapter is about the necessity,urgency and feasibility of legislation for the elderly education in Province G.It is a concentrated manifestation of the necessity of legislation for the elderly in Province G to realize that the elderly in Province G can teach and learn for the elderly,promote the enjoyment of the elderly in Province G,and inspire the elderly in Province G to do things for the elderly.Responding to the urgent needs of the elderly in Province G for elderly education,ensuring the sustainable and healthy development of the elderly education in the Province G,and supporting the rapid development of the elderly care service industry in the Province G are the practical factors of the urgency of the legislation on the elderly education in the Province G.Theoretical basis,practical basis,legal and policy basis are important supports for the feasibility of legislation for the elderly education in Province G.The third chapter is the legislative combing and reference of old-age education at home and abroad.The domestic legislation for senior education is carried out at the national and local levels.The national level takes the "Law on the Protection of Rights and Interests of the Elderly" as the main body,and the local level includes analysis of two forms of lifelong education regulations and senior education regulations.Foreign countries have selected Japanese,South Korea and the United States’ legislation on elderly education for comparative analysis,and draw lessons from their legislative experience applicable to our country.The fourth chapter is the countermeasures and suggestions for the legislation of the elderly education in G province.Starting from the legislative form of the elderly education in Province G,it analyzes its legislative ideas and principles,puts forward the basic framework of the legislation on elderly education in Province G,and expounds the key points and characteristics of its legislation.
