agencies being hesitant and arbitrary in the implementation process.Second,due to changes in the promulgation and modification of other relevant laws and regulations,there are overlaps and contradictions between the regulations and other laws and regulations,which has impacted the principle of uniformity of the legal system.In addition,in the past nine years,Jiangsu Province has explored many useful practices.These practical experiences need to be summarized and fixed in the form of law in order to legalize the protection of the rights and interests of the elderly.From the implementation process of the regulations,due to the different levels of economic development in different regions,the North-South and urban-rural differences in the protection of the rights and
