Study On Government Support Countermeasures For Rural Industry Revitalization In H Village,Kuandian County,Dandong City

In 2020,China has achieved the first Centennial goal of building a moderately prosperous society in an all-round way.In 2021,it is clear that China will comprehensively promote rural revitalization and start the first five years of the 14 th Five Year Plan period.Industrial revitalization is the top priority of Rural Revitalization.At this stage,government support and guidance is the key to rural industrial development.Through the correct guidance and support of the government,we can clarify the direction of rural industrial development,stabilize the sustainability of rural economic development,and help better realize the Rural Revitalization Strategy.This paper selects a representative administrative village,which has no formed characteristic industries,geographical location,age structure and village level organizational ability.It has just completed the key task of poverty alleviation in 2020,and has the characteristics of administrative villages in most difficult areas.The study of such administrative villages will be conducive to the economic development of the region.At the same time,it will have direct reference significance for similar administrative villages across the country,be conducive to the construction of rural autonomy and urban-rural integration,achieve the value of promoting the all-round revitalization of rural areas and promote the steps of Rural Revitalization.Rural industrial revitalization is the premise of Rural Revitalization.As an important means to complete the Rural Revitalization Strategy in stages,government support plays an irreplaceable role.At present,in the research of rural industrial revitalization,the research at home and abroad mainly focuses on theoretical research and case demonstration,and the domestic research mainly starts from the perspective of governments above the municipal level,while few studies on the implementation of policies on the spot and the specific government support industrial policies to administrative villages.Taking administrative villages as the unit,this paper studies the government support countermeasures under the background of rural industrial revitalization,which is of great significance.In the research,the literature research method is used to sort out the relevant literature,and the research methods such as questionnaire survey and in-depth interview are used to investigate and analyze the problems existing in the revitalization of rural industry in H Village,mainly including: first,the lack of high-quality talents and teams for rural industrial development;second,the industrial form is dominated by traditional industries with low degree of intensification;third,the lack of government support.Through in-depth analysis,the main reasons are summarized: first,the decline of rural attraction and serious population loss;second,the development of farmers’ awareness of small farmers is relatively strong;third,the lack of government support and service awareness.According to the relevant theories such as public relations theory,collaborative governance theory and industrial integration theory,this paper puts forward some suggestions on government support for rural industrial revitalization from the perspective of government management functions.First,the government needs to cultivate and introduce agricultural production and management talents.Enrich the talent team for rural industrial development through internal training,external introduction and centralized guidance.Second,the government needs to innovate the development mode and type of rural industry.Enrich industrial forms by guiding the integration of resources,intensive land,building characteristic industries and making good use of the Internet platform.Third,government departments should improve their service level and management ability.By organizing professional teams for industrial development,increasing the investment of government support funds,and establishing and improving the management system,we can ensure the service and management of rural industries.Through the proposed countermeasures and suggestions to solve the proposed problems,so as to promote the development of rural economy and realize the prosperity of rural industry.Solve the problem of shell breaking in empty-shell villages,and give government support opinions.
