Hollow Village Governance Under The Background Of Rural Revitalization

The emergence of the hollow village phenomenon in China begin in the 1990 s.In that case,in order to further improve the living conditions of the peasants,the Chinese government cancelled the over-paid and paid use of the housing sites,which directly led to a large number of violations of the cultivated land in rural areas.This has led to the phenomenon of continuous expansion of the village.The direct result of this disorderly expansion is the phenomenon that the new houses outside the village are built and the village is dilapidated.This kind of scene is often called the “hollow village”phenomenon.Judging from the development history of China's hollow villages,China's hollow villages have a long history.Among them,China's county-level rural areas are the most typical,and their typical characteristics are the rural layout chaos and the dilapidated houses.The development of hollow villages has had a major impact on the development of rural areas in China.On the one hand,a large number of hollow villages have affected the appearance of rural villages in China,and have had a certain impact on the villagers' lives in rural areas in China.At the same time,hollow villages have also triggered A large number of land disputes have affected the social stability of rural areas in China and the waste of land resources.The existence of rural hollow villages in China restricts the construction of a well-off society in China to some extent.This paper studies the case of Guangqiu Village,Jintian Township,Anfu County,and conducts in-depth research through the use of literature analysis methods,and case study methods.After the research of this paper,it is found that the hollow villages of Guangqiu Village in Jintian Township generally have problems such as “the house is idle,the infrastructure is lacking”,“the homestead is not matched with the population migration”and “the rural land protection awareness is weak”.There are three main reasons for the current hollow village of Guangqiu Village,namely,“the rural housing base circulation system is not perfect”,“the economic development is backward,the farmers are outflowing a lot” and “the infrastructure investment is less,and the resource allocation is insufficient” ?“The villagers are traditional and conservative in thought and have low educational level”.In order to further solve the problem of the hollow village of Guangqiu Village,this paper proposes five core countermeasures.Firstly,improving the housing estate management system,accelerating the new urbanization construction of Guangqiu Village in Jintian Township,and establishing a sound system for the transfer of housingbases.Secondly,building a diversified source of fund for the renovation of hollow village,and strengthening the management of hollow village.The capital demand for the management of the hollow village in Guangqiu Village;thirdly,promoting the strategy of revitalizing the village,further strengthening the vocational skill-training for farmers,improve skills and increase income,promoting the rural revitalization of Guangqiu Village,and the industrial structure of Guangqiu Village.Forthly,improving the awareness of villagers' environmental protection,change the traditional concept of farmers,actively promote the significance of “hollow village” transformation to farmers,and encourage farmers to participate in the governance of Guangqiu Village;and establish the comprehensive governance team to promote the hollow village governance in an orderly manner.
