| At present,COVID-19 is ravaging the world,conflicts in the international community are on the verge of breaking out,domestic disasters and accidents are occurring frequently,and risks and challenges are intensifying.The public has raised higher requirements and deeper expectations for emergency management as a public service of the government.Since the establishment of the Ministry of Emergency Management in March 2018,local governments and departments have continuously deepened the reform of local governments’ emergency management system in accordance with the reform requirements of The State Council.Due to the influence of China’s traditional bureaucratic system,the reform of county-level governments’ emergency management system is not thorough and the mechanism has not been straightened out.The research of this paper mainly focuses on the work safety and natural disaster emergencies within the responsibility scope of the emergency management department,takes the crisis management cycle model as the theoretical model,and combines the reality of X County,Yunnan Province,after three rounds of expert opinion survey and modification.Finally,the evaluation index system of emergency management capacity of X county government in Yunnan province is constructed,which consists of 4 first-level indexes,13 second-level indexes and 35 third-level indexes.And the analytic hierarchy process is used to evaluate,so as to obtain the evaluation results of emergency management capacity of X County government.Combined with the results,the existing problems and causes are analyzed,and the path to further optimize the emergency management capacity of X County government is proposed.Based on the analysis of the evaluation results,the improvement path of emergency management capacity of X County government is proposed,including: 1.Concept reconstruction: from "emergency" to "management";2.System reconstruction:from "fragments" to "whole";3.Mechanism reconstruction:from "decentralized" to "linkage";4.Reconstruction of means:from "single" to "composite";5.guarantee reconstruction:from "weak" to "optimization". |
