Research On Emergency Management Ability Evaluation Of Prison Emergency

As the sites for incarcerating people of enormous threats, prisons are potentially abundant of contributing factors for emergent incidents, thereby being exposed to various uncertain emergencies concerning prison administrative reforms and prison management with great extent of instability. Therefore, security and stability have constantly been highlighted and countries all over the world attach great importance to the reinforcement of emergency management capabilities in the prions. In recent years, there has been great progress in our countries’emergency management capability of dealing with emergent incidents, and considerably specific emergency plans have been drawn up. Also, some relevant emergency management systems are established. However, what kind of emergency management capabilities are needed when prisons are confronted with real emergent situations? What are the current level of those capabilities? How can we know or get to know the status and their comprehensive levels of the prison’s emergency management capabilities? All these can be realized by way of scientific assessment system.In order to rationally establish a system to assess a prison’s emergency management capabilities of coping with emergencies, and based on the analyses of some relative theories and studies of prison emergency management capabilities and under the support of4R module, this paper classifies prison emergency management as the preliminary phase for emergencies, monitoring and early warning phase, emergency response phase and rehabilitation phase.Additionally, some analyses are conducted on the contributors to affect prison’s emergency management capabilities from the capabilities of emergency preparation, of monitoring and early warning, of emergency response and of rehabilitation, and the index system is set up for prison emergency management capabilities on the basis of the analytical results. With the index system being applied, experts are requested to answer some questionnaires and do some surveys, and the index weightings are determined by analytical hierarchy process approach.Finally, taking Shaanxi Province Women’s Prison as an example, this paper empirically studies the index system for prison emergency management capabilities, the result of which basically fits the real situations of Shaanxi Province Women’s Prison. And on the basis of the assessment conclusion, this paper provides some improvement advice for subsequent emergency management.
