Research On The Policy Of Postgraduate Awards And Aid Under The Background Of Postgraduate Education Charge

The formulation and implementation of graduate student awards and policies affect the quality of graduate education.Since 1978,China’s graduate student award policy has gone through four stages:public-funded graduate training,co-existence of public funds and training,and public funds-self-financing and comprehensive charges.In 2013,"Opinions on Improving the Input Mechanism for Postgraduate Education" was promulgated,and full fees for postgraduate education have been charged since 2014.At the same time,a series of scholarship policies such as national graduate grants,postgraduate scholarships,and graduate national scholarships have been introduced,taking into account the interests of different graduate student groups.The document puts forward a series of requirements to ensure the implementation of graduate student grants,improve the quality of graduate education and scientific research,and fundamentally ensure the effect of graduate education fees reform.A series of policies also put forward requirements for the concrete implementation of the graduate student award policy in various universities.In this context,in-depth research on the award policy for postgraduates in colleges and universities has rich theoretical and practical significance.This article selects Y University graduate student award policy and its implementation as a case,through the policy document text,and through a questionnaire survey,empirical research on the implementation status of Y University graduate student award policy.Design based on the dimensions of students ’concerns and expectations,the evaluation process of scholarships,the impact of scholarship evaluation on students,and the students’ overall views on scholarships.Satisfaction was investigated.In the questionnaire,students Satisfaction with the scholarship policy was used as the dependent variable,and content arrangement,value orientation,and follow-up guarantee were used as the independent variables.At the same time,through interviewing the relevant subjects,we can further grasp the interviewee’s deep thoughts and promote the in-depth research.The results of the survey indicate that the guiding role of the graduate student aid policy has not been fully utilized in the specific implementation,the policy content is not set reasonably,and the relevant guarantee mechanisms are not perfect.The reasonableness and the related guarantee mechanism are not perfect.It puts forward reform ideas such as openness and transparency during execution,taking into account efficiency and fairness,and improving decision-making and supervision mechanisms.
