As a kind of public policy, the scholarship policy for postgraduates has important influence on the quality of postgraduate education.In 2013, Chinapromulgated the Advice on the Improvement of Investment Mechanism of Postgraduate Education, which presented the requirement of charging the tuition from new postgraduate studentswithin national enrollment plan from the fall semester of 2014 and put forward the new reform and adjustmentdirectionof the scholarship policy for postgraduates under the new circumstance.Since of promulgation of the Advice, the government has been oriented to 2014,2015 new school graduate to implemented new scholarship policy for postgraduates on new postgraduates of 2014 and 2015.Therefore,discussing the effect of the current the scholarship policy for postgraduatesand carrying out the scholarship policy for postgraduates effect evaluationhelp to further enrich relevant theories of the national the scholarship policy for postgraduatesand effectively deepen the reform of investment in postgraduate education system.According to the current situation of scholarship policy for postgraduates, the analysis of its value judgement as well as fact judgement and the discussion on the standard of those policy’s result, this research establishes a three-level assessment index structure comprised of the aim, standard and index of the assessment and founds the evaluation index system of policy’s result,including eight standards, such as resource investment,working process, effect, efficiency, justice,respondents, fitness and development, and 24 evaluation index. Simultaneously, based on the method of level analysis and distinct comprehensive evaluation, the research set up a system of distinct comprehensive evaluation of the result of the scholarship policy for postgraduates, and designs questionnaire of the policy’s result.To understand the effect of the scholarship policy for postgraduates and verify the reliability of the evaluation model,the research takes A university as a sample and conduct random survey, obtain the data about the effect of the policy.Through data calculation and cross-over contrast analysis,the current the scholarship policy for postgraduates of A university is in the general level, and the data shows that the reward and assistance policy of postgraduates needs further improvement in resources investment, efficiency, responsiveness. According to the contrast analysis of the data, it is observed that the effect of the scholarship policy for postgraduates in A university mainly existence three macroscopic problems including provide financial assist a principle fall behind, management mechanism existence the loopholes, work carrier lack creative etc.and three microcosmic problems including provide financial assist an item constitution to need to be enriched, the budget use efficiency need to be raise, provided financial assist item to judge and decide standard to need perfect etc.Relying on the factual survey result on the effect of the scholarship policy for postgraduates and combing with the main problem of A university, this research, which concentrates on the making procedure, contents, implementation and environment of the policy, put forward the method of optimizing the reward and assistance policy of postgraduates, mainly including abundant the provided financial assist items, innovate the provided financial assist mode, complete the provided financial assist item to judge and decide standard and improvement the graduate student provide financial assist work decision mechanism etc.
