Adequate human resource is the most important factor to promote urban economic and social development,especially for resource-exhausted cities,human resource is more important if they want to achieve high-quality transformation and development in contemporary economic development.As a resource-exhausted city,T district of Z city has greater development pressure compared with developed districts and counties.Therefore,it must conform to the characteristics of the development of The Times and industrial development,and pay attention to the management of human resources.Based on the theory of talent management and human capital,this paper takes T district of Z city as an example to study the connotation and current situation of talent resource management in resourceexhausted cities,deeply analyzes the problems in the practice of talent resource management,and puts forward countermeasures and Suggestions on this basis.Through the research,it is found that the current characteristics of talent resource management in T district of Z city are as follows: first,the concept of talent resource management has obvious modernity;Second,talent resource planning tends to specialization;Third,the diversity of human resources development;Fourth,the evaluation of human resources is scientific;Fifth,the construction of an ecological environment for human resources.There are mainly the following problems in the management of human resources in T district of Z city: first,the foundation of human resources is weak,and the structure and distribution of human resources are unreasonable;Second,the shortage of high-tech talents,talent introduction difficulties;Third,the use mechanism is not perfect,talent is not fully used;Fourth,the retention policy is conservative and backward,and the brain drain is serious.Finally,according to the characteristics of the development of resource-exhausted cities,the author puts forward some countermeasures for the management of human resources.Second,increase the development and introduction of human resources to meet the needs of industrial development for human resources;Third,innovate the talent resource management mechanism,and integrate the talent resource management with the transformation and development;Fourth,optimize the working environment of talents to avoid the loss of talent resources.
