The Human Resource has become the most valuable resources at present society. It is the necessity to persevere in upholding education preferentially, develop and intensify the human resource development so that achieves the transform from a great population state to a human resource power one. Comrade Jiang Zemin also pointed out once upon a time profoundly, "A talented person competition is the fully severe challenge that our country is confronted with. Man is the most active element in the productivity, and the human resource is the first resource". The colleges and universities is taking the responsibility to foster talented persons, innovate in science and technology and provide service for our community economic construction, as a result the human resource administration seems to be more significant. The elements that restrict colleges and universities development is numerous, but the most significant element is the education and the scientific research troops, and they are the most precious in all resources of university, so we have to carry out the valid administration to them.The university human resource administration in our country have been tied up by the planned economy over a long period, and merely stayed at the government affairs administration phase. Accompanying the posing of "rejuvenate the country through science and education", the competition of talented person, especially the high rank talented person has become the core among the universities competitions. Hence it seems to be more imperative to discuss the human resource administration problem in university. In view of this, on the basis of consulting some theories about the human resource origin, administration and development, analyzing the problems and the origin of university human resource administration, the thesis tries to propose some suggestions that are suitable for the university human resource administration of our country in the period, and construct the scientific human resource administration and development system.The thesis is chiefly divided into four parts. The first section generalizes our country human resource administration in current phase briefly, and proposes problems. The second section discusses Human resource and labour capital theory relatively systematically, and supplies the foundation theory for improving the level of our country human resource administration. Then the thesis states the relation between the theories on the basis of defining the concept of human resource and the labour power capital. By means of analyzing the feature of university human resource administration, the thesis points out the opportunities and challenges in the information economy. The third section analyzes the problems and the reasons in our country human resource administration comprehensively and objectively, and points out dated viewpoint, the deficiency of overall program, the unreasonable system of payment, the unrightfully staff system and the imperfect human resource administration system are the main reasons that lead to the low efficiency in ourcountry human resource administration. In the way of the substantial evidence means and comparing the systems of Chinese and western university, the thesis elaborates the development and administration of our country university further. The fourth section is the core of this thesis, which expounds the policy proposal and the concrete countermove to develop the human resource in our country university and lift the labour capital level. First of all, it is the viewpoint transition. That is transforming the human resource administration viewpoint and establishing the administration idea about "take individual rights for the principal concern" from interior of the university. Secondly is optimizing the human resource disposal in university, taking the building of branch of learning as the center, with regulates to the measure in the marketplace, through age, record of schooling and along the composition and so on deploys the teachers troops and averts the squander of a talente...
