The free education policy for normal students is a policy with strong demonstration,which shows the state attaches importance to teacher education.However,due to the policy is only trialed in the normal universities directly under the Ministry of Education,the beneficiaries are limited and it is difficult to fundamentally solve the problem of shortage of quality teachers in underdeveloped areas.In the support of the central government and the appeal of the scholars,the provinces(autonomous regions and municipalities directly under the central government)have introduced and implemented the free education policy for normal students on the basis of their own educational development and needs.But the implementation status and the effectiveness of the policy has not been fully feedback.This study attempts to comprehensively understand these situations through the method of investigation and provides recommendations and references to further promote the implementation of the policy.This study is divided into four parts;the basic ideas are as follows: The first part is introduction,which mainly introduces the background and significance of the study,the review of the existing researches,the main research methods used in the study and the definition of the relevant core concepts.The second part is the main part of the study.In the first,this study analyzes and interprets the policy.On this basis,this study takes three local normal universities as an example,comprehensively and objectively reflects the status and problems of the implementation of the policy for normal students in these three local normal universities from the three aspects of the enrollment,training and employment of free normal students.The third part analyzes the factors that affect the implementation of the policy.Based on the policy implementation process model,this study analyzes the factors which affect the policy implementation from four aspects: thefree education policy for normal studentsitself is imperfect,the policy implementation subjectis insufficient,the teaching faith of free normal students are not firmand the environment of policy implementation is not ideal.The fourth part puts forward some suggestions to promote the implementation of the free education policy for normal students in local normal universities.This is the ultimate goal of the study.
