The report of the 19 th National Congress of the Communist Party of China puts forward the general requirements for achieving "higher quality and fuller employment" in employment work,and the realization of this requirement urgently requires the establishment and improvement of the public employment service system.Employment is the foundation of people’s livelihood,which is directly related to the development of national economy and people’s livelihood.The construction of public employment service system is a weapon to improve the quality of employment services,and it is also the basic support for improving the level of public employment services and ensuring the implementation of public employment service policies.Only by recognizing the importance of the construction of public employment service systems can we make full use of cutting-edge information technology Means,relying on an intelligent network platform,strong organizational and institutional guarantees,and finally achieving a comprehensive improvement in the level of public employment services.Based on the situation of Hainan Province,this article combines the practice of Hainan Province to analyze and analyze the outstanding problems existing in the public employment service department of Hainan Province.Based on a review of domestic and foreign research,this article elaborates on the construction of the public employment service system in Hainan Province.It uses literature research,case analysis,and other research methods to analyze the situation from policies and regulations,institutional settings,personnel,and information construction.Four aspects analyze the current situation of Hainan’s public employment service system,and elaborate the problems existing in Hainan’s public employment service system from these four aspects.Through the analysis of domestic and foreign public employment service systems,advanced practices at home and abroad,summing up experiences,and discarding inadequacies,I believe that the construction of Hainan Province should start from four aspects: The first is that Hainan Province should strengthen the top-level design and start with sound policies and regulations.Legislation-based,policies first,and standards and norms should be established.The second is to rationalize the organization.Starting from the rationalization of the management system,the province’s public service agencies should unify their names and standardize their services.The third is to do a good job.The construction of talent team,especially the training of grass-roots service personnel,should keep the grass-roots personnel,the service personnel can do a good job at the grass-roots level,minimize the number of part-time staff,and build a full-time staff team.The fourth is to improve the level of informatization construction,build a unified platform at the provincial level,and emphasize the precise service function of informatization.
