Research On The Problems And Countermeasures Of The Public Employment Service System In District J Under The New Economic Situation

Employment is the foundation of people’s livelihood.The new economic format caused by scientific and technological progress has brought shocks and changes to the traditional economic format,but also brought more employment and entrepreneurship opportunities.Under the new economic situation,the construction of China’s public employment service system is faced with many challenges,such as the policy of public employment benefiting people is not applicable to the practitioners of the new economic format,and the intelligent employment service methods need to be integrated.This article focuses on the perspective of "Research on the problems and countermeasures of the public employment service system in district J under the new economic situation".Based on the organic combination of the construction of the new economy and the public employment service system,identify the weakness in the research on the construction of public employment services in the district J under the new economic situation;at the same time,put forward measures to improve the construction of the public employment service system in the district J under the new economic situation,and promote the continued stability of the employment situation in the district J.This article first summarizes the existing research materials,summarizes the theoretical research results of the public employment service system construction under the new economic situation,and finds the weak points of the existing research.Then using questionnaire survey method,field research and observation method,it was found that under the new economic situation,there are problems such as single service provider,incomplete policy coverage,network platform resources need to be integrated,service professional levels still need to be improved,and service performance evaluation mechanisms need to be improved.The main reasons include: the service supply mechanism adapted to the new economic format is not smooth;the service content of the new economic format needs to be improved;the Internet service method still needs to be integrated and innovative;the quality and efficiency standards of public employment services need to be optimized.Then use comparative research method to analyze and summarize the advanced experience of the public employment service system construction in the United States,Australia,Beijing and Pudong New District of Shanghai under the new economic situation.Finally,combined with the theory of public goods,the new public service theory,and the pluralistic governance theory,the countermeasures to solve the problem of the construction of the public employment service system in J district under the new economic situation are proposed: the first is to build a diversified public service cooperation mechanism and promote the coordination of employment services;the second is to optimize the inclusive public employment service system and promote the equalization of employment services;the third is to innovate the public employment network information system and promote the intelligentization of employment services;the fourth is to improve the performance standards of public employment services and promote the professionalization of employment services.This article studies the problems and countermeasures of the public employment service system construction under the new economic situation in the J district from a micro perspective,which is conducive to the systematization of the theoretical research on the public employment service system construction under the new economic situation.The conclusion of the study can provide a reference for the construction of public employment service system in J district.
