University innovation is a complex innovation system that integrates multiple factors and perspectives.In order to systematically examine the impact of government science and technology investment on university innovation activities,this article summarizes existing research based on science and technology innovation theory and public product theory.At the micro and micro levels,the influencing factors of university innovation are empirical.This paper uses provincial panel data from 1995 to 2016 to measure the effect of the university.The fixed effect model is used to measure the effect of macro and micro factors.In order to explore the internal mechanism of government science and technology investment in the innovation system of colleges and universities,this paper also conducted a mechanism test on the three impact paths of direct effect,intermediary effect,and indirect information transmission effect to determine the impact of government science and technology investment on university innovation activities and achieve internal Exploration of mechanism of action.At the same time,China’s innovation system is divided into four comparative areas.In order to compare the regional hypothesis test results with the national level results,we can clearly identify the differences in regional impact paths,and Make targeted suggestions for improvement.The empirical results of this article show:(1)From the full sample data,government science and technology investment has a direct role in promoting the number of papers and patents.At the regional level,except for the output of papers in the central and northeast regions,other results are significantly positive.(2)From the full sample data,researchers have a mediating effect on the process of government science and technology investment influencing the output of university papers and patents,but there are significant differences at the regional level.(3)In the full sample and regional data,except for the northeast region,government science and technology investment has an indirect signal transmission effect,and horizontal funding has a mediating effect on the process of government science and technology investmentinfluencing the output of university paper and patent.(4)From the perspective of the entire sample,GDP and industrial structure have a significant positive impact on the output of university paper and patent.The development of the state-owned economy significantly inhibits paper output,but positively promotes patent output.Industrial structure only plays a promoting role on the output of university paper.The effects of influencing factors are significantly different between regions.
