Research On The Construction And Evaluation Method Of The Index System Of University Science And Technology Innovation

Since 2012,China has fully implemented the innovation-driven development strategy,put forward the phased goal clearly,that is: china will build relatively complete national innovation system with Chinese characteristics,and improve our ranks among the global innovation-oriented countries by 2020.This paper takes the scientific and technological innovation of China's universities as the research object,and has two perspectives: universities unique position and important role in implement innovation-driven development strategy by the country.We put forward the connotation of universities' scientific and technological innovation ability;expound the scientific and technological innovation system of university by supporting the national science and technology innovation system,and then promoting the implement ation of innovation-driven development strategy.In order to further explore the measurability of universities' scientific and technological innovation capability,this paper constructs a three-level index system,which is based on a large number of statistical data since 2000 in “compilation of scientific and technological statistics of higher education”.Firstly this index system totally contains 41 indicators,which reflects scientific and technological innovation capability of Chinese universities.Then we evaluate the technological innovation capability of 31 provincial colleges and 64 subordinate universities based on the system.In this paper,we apply many multivariate statistical analysis techniques,such as comprehensive analysis,AHP,clustering and factor analysis,to establish the scientific and technological innovation capability index.From different angles(horizontal,vertical analysis,panel and so on),we carry out comprehensive analysis on our country universities' science and technology innovation ability index.Finally,we innovatively put forward the Gini coefficient which can reflects the difference of scientific and technological innovation between provincial and subordinate universities,and probes into the imbalance of scientific and technological innovation level in China from different angles.This article is also an attempt of big data analysis for universities scientific and technological statistics,the formation of the provincial and subordinate universities scientific and technological innovation ability evaluation methods and evaluation system can provide a useful exploration for the system integration and exploitation of science and technology statistics data of Chinese universities in the future.
