| In the United States,bilingual education is not a new phenomenon.It has existed in various forms since the founding of the country.The federal government has rarely stipulated the choice of language in the form of legislation.The promulgation of the "Bilingual Education Law" in 1968 made bilingual education truly be recognized and funded by the federal government,and embarked on the path of institutionalization and legalization.Bilingual education policy has become the focus of society since its emergence.The game between supporters and opponents has become an important driving force for the evolution of bilingual education policy.In 2002,President Bush Jr.signed the "No Child Left Behind Act",and the bilingual education policy that came through several times came to an end.This article takes the Bilingual Education Law,which has been revised many times,as the research object,and explores how the potential tension between supporters and opponents behind the policy affects the controversial process of the policy.The first chapter mainly analyzes the driving force produced by the "Bilingual Education Law" of 1968 and the linguistic ideology and value orientation contained in it.It discusses that the reality of the diversity of language and culture was brought by immigrants,which is a logical starting point for analyzing how bilingual education policies deals with the tension between cultural diversity and national identity.The second chapter analyzes the changes and controversies in bilingual education policies from 1968 to the 1980 s.And the third chapter analyzes the development process between the 1980 s and the abolition of bilingual education policies in 2002.Through a detailed controversial analysis of the evolution of bilingual education,the fundamental position and measures of American society in dealing with the diversity of language and culture and maintaining national unity are found out.Finally,experience and reflections are drawn from American practices. |
