Bilingual education is to promote long-term stability of Xinjiang education development and Xinjiang basic work. In order to ensure the healthy development of the bilingual education in Xinjiang, we must reform of bilingual education norms, security, motivation and guidence Since the fifties of the last century, Xinjiang has promulgated a number of bilingual education policy of the bilingual education,which played a great role in regulating and promoting the development of this province.But we should also clearly see that, because there is no too many other national minority bilingual successful experience education policy for reference, so achieving success at the same time will inevitably exists a lot of problems, and the social development of information, the globalization of knowledge economy and ethnic groups inside and outside blend enlargement and the due to the differences in the implementation of the policy in the implementation of various challenges.Based on the theory of cultural identity from the perspective of first of Xinjiang bilingual educational policy study of the effect of the background, meaningness, core concepts are introduced in this paper, followed by explanation and regular of bilingual education policy of cultural characteristics and Xinjiang bilingual education policy development, combined with previous of minority students and related in interviews with experts of national education, a division of cultural identity from the perspective of the influence on Xinjiang bilingual educational policy effectiveness of the most prominent of the three dimensions: cognition, emotion, evaluation, and combined with the characteristics of survey compiled the corresponding national minority teachers, parents and students questionnaire respectively. In Urumqi City, Xinjiang, Kashi City in Bachu county and Shufu county were investigated. In order to ensure the real rationality, the recycling effective questionnaire reliability and validity analysis, analysis from the perspective of cultural identity of bilingual education policy in Xinjiang efficiency and implementation were analyzed by means of descriptive statistics, survey results inferred mean analysis and correlation analysis.The study found that: there is a lack of understanding on the policy of bilingual education in Xinjiang ethnic groups, which directly affect the effectiveness of the policy of bilingual education in Xinjiang; the various ethnic groups in Xinjiang is willing to support the bilingual education, but doubts of bilingual education will cut the national culture of double high phenomenon and the phenomenon in students, parents and teachers being very prominent; cultural difference affects the implementation effect of the policy of bilingual education in Xinjiang. That results in the reason of these problems include not only the social environmental factors, factors of government and regional location factors external factors, and also have bilingual education policy in Xinjiang students according to the logical development of the need of Xinjiang and their own interests hair Demands of the development of the internal variable. Therefore, in order to improve the effect of the implementation of the policy of bilingual education in Xinjiang, from many aspects of Construction: hold the cultural concept of symbiosis,in order to improve the quality and efficiency of Xinjiang bilingual educational policy; to coordinate the internal and external variables in order to promote the policy of bilingual education in Xinjiang to achieve a sustainable and healthy development; play the "Trinity" cultural intelligence to the scientific development of the conspiracy of Xinjiang bilingual education policy; government intervention planning to coordinate system to optimize the implementation of the policy of bilingual education in Xinjiang.
