Research On Financial Operation Of Social Culture Industry NPO T Foundation

One of the goals of the new round of administrative system reforming until the18 th National Congress of the Communist Party of China is deciding to change part of the functions suitable into social organizations in social management affairs to NPOs authentically in order to arouse the positive effects of the third-sector in social management and the activeness of those organizations,make them reliable undertakers of government functions transfer.The change direction of the policy is a further exploration for deepening the reforming of current administrative system in China,and also a strong support for good operation and development of the-third-sector in China.In the development of the-third-sector,especially the foundations,financial management has become one of the key points for both opportunities and challenges,it is not only a breakthrough for foundation type of NPOs to maximize their social effects,but also an urgent need for foundations to achieve their own stable and sustainable developing target.Based on the author's understanding of the situation of financial management work of the T foundation in the publishing industry of China,combined with observation of the financial management systems and the specific operation steps of actual financial management of institutions of organization,besides analysis of the disclosure content of the financial report in 2018,this paper not only observes and analyzes the financial management work of the T foundation such as its budget formulation,income and expenditure management,disclosure of financial information,but also makes discussion of these problems,and then puts forward some reasonable suggestions on optimizing the existing laws and regulations system,strengthening the administrative supervision,broadening the channels of information exchange,strengthening the internal constraint control,actively responding to the changes of the external environment,integrating the supervising style of internal rules and external constraints,and innovating the financialmanagement mode of the-third-sector,trying to find a way to develop forward and a breakthrough point,which makes the financial management really become a motivation of promoting the overall development of foundation organizations and even the-third-sector in China,and finally makes them to maximize their social effects,and become a strong participant to supplement the government and market in management of public affairs.
