American virtual charter school is a combination of virtual school and charter school,reflecting the latest trends in educational reform in the United States.Virtual charter school takes into account the characteristics of virtual school and charter school.It is operated and managed by groups or individuals under the premise of legal permission and obtaining charters.At the same time,it is essentially the public school that relies on network platforms to provide diverse and personalized distance teaching or course services for students with various needs.American virtual charter school was born in the mid to late 1990 s.In the initial stage,the operating system of the virtual charter school has not been perfected.The specific performance was that its legal status has been highly questioned and its opening number has grown quite slowly.However,with the continuous improvement of the operating mechanism,virtual charter school began to flourish,its scale of schooling gradually expanded and social status gradually improved.Today,with the support and guarantee of relevant government departments,virtual charter schools have formed an internal and external quality supervision mechanism.The expansion of school scale has gradually slowed down,and development has become more standardized and stable.However,in the development of American virtual charter school,its quality of education has always been a prominent issue.First,the students in virtual charter schools have a high dropout rate,high mobility and low academic completion.Secondly,the students’ academic performance of virtual charter school is not as good as that of ordinary public school and their student performance in school is also worse than the average state.Third,the overall school performance of virtual charter schools was unsatisfactory because its “Adequate Yearly Progress” compliance rate,social credibility and influence is low.The causes of these quality problems are as follows.The first reason for is that the course development and organization process is not rigorous.The sources of its courses are mixed.The design of its curriculum structure is unscientific.The second reason is that the teaching arrangements and preparations are not in place.The use of teaching methods in American virtual charter schools is unreasonable and the allocation of their teaching time is not scientific enough.The third reason is the education and management system of American virtual charter schools is imperfect.The student attendance system of the American Virtual Charter School is not perfect.The construction of theschool’ s teaching staff is weak,and the assessment work is not rigorous.In order to solve the problem of education quality,the US state governments,relevant agencies and virtual charter schools have adopted a series of measures.In terms of systems:formulating student admission standards,improving classroom attendance mechanisms and clarifyimg performance financing systems.In terms of teaching: appropriately reducing the scale of enrollment,strictly reviewing curriculum resources,strengthening teacher capacity building and dynamically implementing academic assessments.In terms of management: adopting quality-oriented government control,strengthening market regulations for the survival of the fittest and accepting social supervision at all levels.Through the implementation of these measures,the educational quality of American virtual charter schools has achieved some positive results,mainly manifested in the improvement of social credibility,student achievement and the quality of curriculum and teaching.However,there are still some remaining issues that have not been effectively resolved.The specific performance is the attendance rate of students has not been effectively improved.The problem of academic completion still exists and the level of school performance continues to decline.In the context of informatization,many public schools in our country will face similar challenges in terms of education quality.Therefore,it is necessary to refer to the American experience.First of all,we must increase investment in education,including increasing educational attention to the students in vulnerable groups,strengthening the supply of teachers Construction of a team of teachers,and strengthening the application of information technology in the curriculum.Secondly,it is necessary to reform the management model,including establishing a “society-family-learning” linkage management mechanism,encouraging independent management and decision-making in public schools and strengthening government management oriented to education quality.Finally,we must strengthen external supervision,including building a market-oriented public education system,enhancing the openness and transparency of school information and effectively implementing a dynamic teaching evaluation system.
