Abstract/Summary:
The Central Committee of the Party and the State Council have jointly issued a guideline on the reform of the talent evaluation system in different fields at the beginning of 2018.It has been calling for improved standards for innovative talent evaluation in a new era.Professional and technical talents,who are a major part of our country’s workforce,have been primarily evaluated by the professional title appraisal system.It is of great theoretical value and practical significance to select a typical region,where we analyze the current situation of the system and check up on the process of the reform so as to put forward feasible policy suggestions on fully implementing the guideline.As a provincial capital city in the economically advanced East China region,Nanjing of Jiangsu has been edging ahead of many other cities in professional title appraisal,in particular in the field of economics.The title appraisal for senior economists in Nanjing possesses typical research significance.This paper reviews the past reforms and changes in the professional title appraisal system,and uses experiences from countries like the United States,Russia,Germany,the United Kingdom and Japan as analytical reference.It introduces the currently effective standards for professional and technical title appraisal in economics and compared the qualifying requirements for senior economic titles in several different provinces.The appraisal of Nanjing’s senior economic titles from 2013 to 2018 was quantitatively analyzed,forming a comprehensive evaluation of what has been achieved.The results suggest that although professional talents in economics can be evaluated in a relatively scientific and fair way in Nanjing,there are still many problems,such as outdated standards,flawed mechanism,lack of publicity and promotion,and high repetition rate of the members in the appraisal committee,etc.This paper puts forward a series of customized suggestions by checking the current conditions against the reform guideline and by drawing lessons from foreign experiences.First,we should formulate the evaluation standards according to the ranks and fields of professional titles and update the qualifying requirements for senior economist timely;second,we should alter the executive subject of appraisal to make it more widely accessible and rely on subordinate agencies to carry out the promotion work;third,we should socialize the appraisal system and set up a professional association to reduce the direct involvement of government;last,we should perfect the expert panel and optimize the appraisal committee to better regulate the professional titles.The research results of this paper aim to aid the administrative organizations in reforming the appraisal work of senior economists in Nanjing to meet the requirements of the central guideline,and they can also be used for reference and study purposes by all neighboring cities.It has the potential to provide more and better economic talents for Nanjing and other cities in Jiangsu,which would boost regional the economic and social development to a new level.
