Professional and technical personnel as an important part of talent team in our country,made great contribution for the economic development and social progress.From the point of title system in our country development course,as a title to measure professional and technical personnel and professional level to stabilize the professional and technical personnel.In order to make the title appraisal system to be more perfect,in the title of Shenyang declaration,application,audit,review,review conducted a series of aspects such as improvement,strengthen the construction of various functional departments,perfecting the management system.But since 1986,Shenyang title appraisal and the overall framework of no substantial change,the existing system has not adapt to the development needs of operation and management.Such as: caries in the state-owned enterprises around the "index",incentive function is not obvious;A single title appraisal way,different levels of the same title,not for talent;The boundaries of the economic system is obvious,the non-public enterprises policy inclination;Declaration process,filing materials rigid and too complex,operation and management is not smooth,etc.This paper takes Shenyang title reform as the core research content,through empirical analysis,comparative analysis and literature search,focus on actual title management and related services mechanism,objective analysis of the current situation of Shenyang title management,summarizes the problems of title management in Shenyang.Comparing domestic and foreign advanced practice,puts forward the external "decentralization",to lower the title appraisal industry organization authority;Internally "and",the introduction of social competition,gradually fade out the title and post corresponding to the appointment system.Finally,the system puts forward countermeasures and Suggestions of improving the Shenyang title management service mechanism.In terms of measures,highlight the Shenyang existing industry association effect,first pilot,encourage industry organizations effective participation;Clear the subject title management services means responsibility,innovation,make up for the inadequacy of existing positions of management and service.;To speed up the system construction,improve the industry regulations,establish review competition mechanism,and exit mechanism,establish a self-check mechanism,establish a scientific evaluation mechanism.
