College teachers title evaluation system is the evaluation of teachers' teaching,scientific research ability and the work performance, not only profoundly affects the teachers' career satisfaction, also greatly influence the teachers' teaching and scientific research work enthusiasm. At the same time, teachers' title evaluation system as an important part of the university internal management system, also affect the future direction of higher education to some extent. To improve and reform universities teachers title evaluation system is not only the need of the development of education management theory and practice, but also the need to deepen the reform of universities, improve the mechanism, and build a rational structure of the teaching team construction.At present,only further refine and improve the system of professional and technical titles evaluation, reform the existing teachers title evaluation system, assessment system goals from clear titles, improve the content of the system, strengthen supervision over title evaluation system process and clear title evaluation system reform direction four aspects to establish a adapt the development of colleges and universities to promote the development of scientific and reasonable university teachers title evaluation system. With the further improvement and development of higher education system,the professional title evaluation system of university teachers will be more scientific, standardized, rationalization.This paper starts From the combination of theory and practice, take the theory of labor value analysis as a framework, and detail the specific characteristics on the value of teachers' work; the teachers' title evaluation system of the stage combing longitudinal, to grasp the system evolution path and the specific characteristics of each historical stage; 21 universities in the current the title assessment management approach for the analysis of samples, using system analysis framework development problem analysis, understand the present situation of Chinese college teachers title evaluation system; based on a comprehensive grasp the status of development of the system, which is combined with the institutional barriers, detailed summary teachers title evaluation system itself and the problems existing in the practice; On the basis of summarizing the related problems in detail, and strive to improve and reform in college teachers' title evaluation system, providing a theoretical basis for research and education on the basis of decision-making departments to further deepen the reform of titles.This research mainly from five parts: the first part discusses the theory of labor value and the characteristics of teachers' labor value, meanwhile, it defines the related concepts.The second part introduces the historical evolution of the system of University Teachers' professional title evaluation, analyzes and summarizes the stage characteristics of the development of professional title evaluation system in different historical development stages. The third and the four or five parts are the most important parts of the study. The third part mainly analyzes the content of the professional title evaluation system of university teachers in our country.Detailed summary of the system making basis and goal setting, system specific contents and operation process of four aspects, and discusses in detail the contents of the system in terms of basic quality,scientific research, the specific requirements of the teaching achievement, on the basis of the basic conclusion. The fourth part mainly summarizes the content and the concrete problems in the course of the professional title evaluation system of university teachers. which is mainly includes: the evaluation system of professional title is unreasonable, the system is not perfect, the system is not perfect,the evaluation process is out of control and management system. The fifth part mainly from clear title assessment objectives, improve the existing university teachers title evaluation system, defining the professional title evaluation system of supervision, strengthening the professional title of university teacher assessment system reform direction of four aspects on the improvement of college teachers professional title evaluation system, put forward relevant insights.
