Research On The Path Of Supply-side Structure Reform Of Liaoning Mass Skiing Industry

In July 2015,China won the right to host the 24th Winter Olympic Games in 2022.The national and regional governments have issued a number of policies to support the development of the ice and snow industry,new technologies have continued to be applied to the field of ice and snow,and multiple capitals have rushed in.Since then,China’s ice and snow industry has ushered in a golden age of rapid development.With the double benefits of policy support and Winter Olympic bid,the mass skiing industry in Liaoning province has also ushered in a new development opportunity.With the development of economy and society,the improvement of consumption level and the transformation of consumption concept have laid the foundation for the steady increase of the demand of the mass skiing market.At the same time,it also puts forward new requirements for the mass skiing industry in Liaoning province.The traditional demand management is not suitable for the current market environment.Therefore,the development of the mass skiing industry in Liaoning province needs to start from the supply side and adjust supply and demand,improve the supply side environment,optimize the supply side mechanism,and inject new impetus into the industrial development.In this paper,literature research,questionnaire and other methods are used to collect relevant information.Through logical analysis and rational thinking,the current situation and problems of the development of mass skiing industry in Liaoning province are studied in depth.The research shows that the supply side of the mass skiing industry in Liaoning province has some major problems,such as low penetration rate of skiing population,unbalanced regional structure,low domestic rate of infrastructure,prominent imbalance between supply and demand,insufficient talent reserve,distorted input structure of elements,single operation and management mode,and serious waste of resources.In view of the above problems,this paper focuses on four supply side factors:labor,land,capital and innovation,aiming at making up for the shortage of industry,adjusting the industrial structure and improving the quality of supply,to design the supply side reform path for the mass skiing industry in Liaoning province.First of all,improve the talent echelon construction.In primary schools,we should promote skiing interest guidance classes to cultivate teenagers’ interest in skiing;in Colleges and universities,we should give lectures on skiing professional knowledge,send potential skiing practitioners to study regularly,and train skiing industry managers and marketing talents in combination with cognition practice and production practice.Secondly,optimize the allocation of land resources.The existing ski resorts will be upgraded with "park road" and "cat jumping road";the existing ski resorts will be transformed into four season ski resorts through the laying of plastic slope tooth type slide ways to break the limitation of skiing season and improve the land utilization rate;the ski resorts will be added in Fushun,Anshan,Benxi and other areas of Liaoning province Based on the geographical conditions of the south foot of Changbai Mountain.Moreover,we should stimulate the vitality of the capital market.Based on the advantages of Manchu culture and hot springs in Liaoning province,a large-scale and multi-functional resort ski resort will be built to improve the revenue generating capacity of mass skiing industry in Liaoning province;a special sking fund will be set up to provide enterprises with preferential loan interest policies and attract capital to invest in mass skiing industry in Liaoning province.Finally,implement the innovation driven strategy:give full play to the scientific and technological innovation ability of Liaoning scientific research institutions such as Northeast University and Metal Research Institute of Chinese Academy of Sciences,develop the alloy parts of ski products such as ski poles and ski edge;use VR modern information technology to simulate skiing,so that more people can experience the charm of skiing without leaving home.
