| Developmental financial aid in universities is a financial aid activity with the main goal of promoting the overall development of poor students’ quality.Along with China’s poverty alleviation work has achieved an overall victory,absolute poverty has been effectively eliminated,and reducing relative poverty and solving spiritual poverty have become the main tasks in the "Post-targeted poverty alleviation era".Under such a social background,the concept of student financial assistance should be changed from a guarantee-based funding that meets students’ financial needs to a development-based funding that promotes students’ quality.At present,there are more and more studies on developmental financial aid,but they are mainly based on theoretical guidance,and there is a lack of research on the effectiveness of developmental financial aid.Therefore,this study constructs an effectiveness evaluation system of activities in financial aid to examine the developmental financial aid activities in universities in Jiangxi Province.Based on Chinese government ’ s official documents and theoretical research results,this study decomposes development funding activities into four types of first-level activity indicators and nine second-level activity indicators: ideological and moral quality training,professional quality training,cultural quality training,and physical and mental quality training.And then use the weighted average method to carry out individual evaluation and overall evaluation of the effectiveness of the above activities.Among them,the weight of each activity is determined by the expert survey method and the analytic hierarchy process in accordance with the degree of importance and the priority of resource allocation.The survey data comes from 353 questionnaires and 22 interviews from 6 universities in Jiangxi Province.The survey found that the comprehensive score of development-oriented financial aid activities carried out in Jiangxi universities is 3.08,indicating that the funding activities are generally effective and meeting the needs of poor students’ quality development,but the adequacy and diversity of the funding activities are not enough.Looking at the specific scores of each indicator,the adequacy score is 2.97,indicating that the total frequency of activities is slightly insufficient,and the number of cultural and professional activities should be appropriately increased in the future.The score of structural balance is 3.33,indicating that the allocation of funding resources is relatively reasonable,but the later period should be appropriately increased in the resource investment in social moral quality and psychological quality training activities.The score of quantitative reliability is 3.25,indicating that the quality of the activities is good,students satisfied,but the quality of cultural activities is relatively low and should be paid more attention.The score of form diversity is 2.68,indicating that the form of activity is relatively single,especially cultural quality activities,and the form of activity needs to be further enriched.The survey found that the factors that affect the effectiveness of the development funding activities of universities in Jiangxi Province are these: firstly,the shortage of financial resources,restricting the investment of development-oriented funds,and affecting the quantitative sufficiency,diversity of forms and innovative development of development-oriented funding activities.Secondly,the concept of student funding and institutional mechanisms are outdated,the traditional guarantee-based funding concepts and institutional mechanisms are used,which restricts the quality of the development-based funding activity system;thirdly,development funding activities require managers with professional knowledge and literacy.however,the quality of the management team are not perfect,which has adversely affected to the quality of development funding activities.Based on this,in the future,we should increasing investment,optimizing funding concepts,respecting the status of students as the main body,establishing the systems and mechanisms that meet the requirements of development funding concepts,and strengthen team building by strict recruitment and training.These are the foundations for building a development funding activity system with "sufficient quantity,balanced structure,reliable quality,and diverse forms" in university. |
