Research On The Cost Sharing Mechanism Of Inclusive Private Kindergartens In Rural Areas

Preschool education is the foundation of personal growth and development,the beginning of lifelong learning,and an important part of the national education system.Inclusive private kindergartens are an important supplement to inclusive preschool education and an important support point for promoting preschool education for public welfare.Among them,the cost-sharing mechanism of inclusive private kindergartens is the foothold to measure the responsibility and ability of the government,families,and kindergarten operators.Establishing an effective cost-sharing mechanism is conducive to perfecting the inclusive preschool education system that both public kindergartens and private kindergartens run simultaneously,and promotes the improvement and popularization of preschool education.This study uses questionnaire method,interview method and supplemented by questionnaire to collect data.Focusing on the cost-sharing mechanism of inclusive private kindergartens in rural areas,taking the inclusive private kindergarten in County A,Changchun City,Jilin Province as an example.Firstly,it discusses the essence of inclusive preschool education and the theoretical premise of cost sharing,Secondly,it clarifies the main body of cost sharing — the sharing logic of family,government and garden operators and the law of interest game among the three parties,Finally,on the basis of multi-party joint efforts,suggestions for improving the effective cost-sharing mechanism are put forward.There is a close relationship between the family,the government,and the owner of the kindergarten,as well as the cost sharing among the three parties.First,families in rural areas are still the main body of cost sharing,and there is still a gap between the goal of "government as the main body of sharing" for inclusive preschool education.By measuring the maximum affordability and actual affordability of rural families ’ pre-school education,it is found that the maximum affordability of children’s family in County A is higher than the national level.There are significant differences in the affordability of families with different incomes,and low-income families cannot afford them.In the actual ability to pay,relative to the income gap,the gap in the basic education expenditure of different families is the smallest,indicating that the government’s supervision of inclusive private kindergartens has the effect of stabilizing prices.It is worth discussing that the basic education expenditure of low-income families is not much different from that of low-and middle-income families,and the lower-income families have a higher degree of effort;Second,the government plays a leading role in cost sharing.The "differential pattern","turning point" and economic foundation are the main factors affecting government financial investment.According to the nature of inclusive preschool education,the specific criteria for government sharing are summarized.Increase financial investment,increase the "two ratios",and clarify the sharing of responsibilities between governments;Third is the scale of kindergarten operators investing in the kindergartens,The impact of moral prestige,of which the scale of the kindergarten is the main influence.Due to the low rate of return,opaque information,and inadequate subsidies,the investment enthusiasm and participation of kindergarten operators need to be improved.The three parties need an equal and open communication and consultation mechanism;Fourth,it is the tripartite sharing standard of inclusive preschool education that needs to be dynamically adjusted for the three development stages of starting,development,and maturity.Based on the changes in the government and family sharing ratios,four cost-sharing models of abstract,mature,start-up,and shrinking are constructed.Summarize the law of change by using different proportions shared by all parties.Research has found that different sharing levels also affect family life,the development of kindergartens,and the popularity of preschool education.
