After ten years of development,the degree of "commonweal universal benefit" of universal preschool education in China has increased year by year,however,the problem that it is difficult to enter the public kindergarten and expensive to enter the public kindergarten has not been solved fundamentally.As a long-term provider of all-inclusive kindergartens,it is the key to the development of all-inclusive private kindergartens.This paper takes Wuhan as the research area,through the questionnaire survey and interviews with parents,kindergarten teachers,kindergarten heads and the staff of the education bureau,we have a comprehensive understanding of the development dilemma of inclusive private kindergartens,has Carried on the correlation present situation elaboration and the question analysis and puts forward the promotion development proposal from the government angle.First of all,this paper sorts out the research results of inclusive private kindergartens at home and abroad,and outlines the research background and significance,research content and methods.The definition and connotation of "inclusive preschool education"and "inclusive private kindergarten" are explained,based on "public service theory","government purchase theory" and "demand hierarchy theory",this paper analyzes the necessity of inclusive preschool education,the effectiveness of the government’s measures to develop inclusive private kindergartens and the contradictory demand points in the development.Again,the author respectively from three aspects:society,government and nursery universality in Wuhan city is analyzed and the existing problems in the development of private kindergarten reasons,such as:media propaganda is not enough lead to parents for low universality private kindergarten recognition,parents "burn out" coincide with the kindergarten profit has led to "primary school" phenomenon common;The lack of long-term overall plannning,quality assessment standard,incentive and punishment mechanism and perfect management system leads to insufficient financial input,intellectual support and effective supervision,and unreasonable management and layout.The organizer(head of the kindergarten)has a weak concept of profit and business ability,which leads to the lack of teachers and instability of the teaching staff.Thirdly,The author analyzes the problems and causes of the development of inclusive private kindergartens in Wuhan from the perspectives of society,government and kindergartens.such as:Insufficient media publicity led to low recognition of parents for inclusive private kindergartens,parents "pull seedlings to promote" and kindergartens coincide with the profit-making,resulting in "primary school" trend is widespread;The government lacks the long-term overall planning and the quality appraisal standard causes the financial input and the intelligence support insufficient;the government lacks the incentive and the punishment mechanism,the management system imperfect causes the effective supervision insufficient,the management and the layout unreasonable;Organizers(principals)profit concept and business ability is weak,resulting in insufficient teachers,teachers are not stable.Finally,this paper summarizes the experiences and practices of Beijing,Shanghai and Qingdao from three aspects:The identification of inclusive private kindergartens,financial input,and supervision and management,and draw lessons from the policy,finance,management and supporting measures to promote the development of inclusive private kindergartens in Wuhan.The main ones are:speeding up legislation to clarify its public welfare attributes,promulgating relevant policies to regulate the operation of the park;increasing financial strength,optimizing the recognition and reward mechanism;Enrich intelligence support,take multiple measures to stabilize the teaching staff.
