| High-quality infant care services not only have an important impact on the physical and mental health development of infants and young children,but also have important strategic significance for improving national quality,enhancing family happiness and sustainable social development.A sound childcare cost sharing mechanism is not only an important part of the construction of infant care service system between 0 and 3 years old.It is also an important policy responsibility to improve human capital,promote labor participation and actively cope with the aging population.Therefore,to establish an effective cost sharing mechanism for childcare,and to clarify the sharing ratio and standards among the three beneficiaries of the government,families and society are the new demands for promoting the high-quality development of childcare services in the new era.The study on the cost-sharing mechanism of childcare is an interdisciplinary study,which collects data by means of literature method,questionnaire method,interview method and questionnaire,using background knowledge of educational economics,educational policy,child welfare science and other disciplines.Through the study of education cost sharing based on the sample of private nurseries in Yinchuan,it is found that the development of infant nurseries service system in Yinchuan is still in the preliminary exploration stage,and the government’s public financial investment in nurseries service is small.As a quasi-public product,childcare service has strong financial dependence on the government.The government plays a decisive role in the construction of the nurseries service system,and should give full play to its leading role in the three aspects of functional positioning,management system and nurseries policy,optimize the policy environment of nurseries service,and conclude the proportion standard of government sharing according to the value orientation of nurseries and the internal logic of nurseries resource allocation.In particular,attention should be paid to the efficiency of investment among central government,provincial government,county(district)government and government.Among the three levels of government top-down investment efficiency of infant care services,county(district)level government investment efficiency is higher;At present,family is still an important subject of childcare cost sharing,which is different from the idealized government-led childcare cost sharing mechanism.The sharing standards of government,family and society need to take into account the differences in different regions and different family strata,so as to make dynamic adjustments according to the actual development situation.Therefore,to improve the infant and child care service system,the level of financial input should be improved,and the potential of social capital should be tapped at the same time,but the pattern dominated by the government’s financial funds should not be changed.Through formulating the design principles of fairness,compensation and difference,the optimization direction of the cost sharing mechanism of childcare should be determined,the quality construction of childcare should be improved,and the supply of universal childcare resources should be expanded.Optimize the top-level design and clarify the standards of financial appropriation;Taking into account fairness and efficiency,reducing the actual burden level of families;To guide social forces to raise funds for trusteeship through multiple channels;Adjust the allocation to strengthen the weak areas and realize the balanced allocation of resources;To improve the supporting measures of the child-care cost sharing mechanism,calculate the educational cost scientifically and standardize the cost accounting system;Accelerate the construction of nursery care and promote the development of diversified nursery care system;We will deepen supply-side reform and establish a sound family security system for infants and young children. |
