| The policy of controlling dropout is an important part of China’s basic education policy.It is also an important policy to ensure that all school-age children receive compulsory education and promote educational equity.In order to solve the problem of compulsory education students dropping out of school,in 2017,the state proposed to ensure that the national nine-year compulsory education consolidation rate will reach95% by 2020.In 2018,Gansu Province proposed to ensure that the provincial nine-year compulsory education consolidation rate will reach 95% by 2020.The consolidation rate of compulsory education in Gansu Province has reached 96% in 2020,higher than the national average.However,with the solution of the problem of "control dropout",the "guarantee of learning" has gradually become the main goal of the development of compulsory education.How to let dropouts continue to complete the school after returning to school and complete the basic education with high quality has gradually become an urgent problem to be solved by local governments,education departments and schools.This paper uses the methods of questionnaire、interview 、 literature and case analysis to carry out the relevant research.There are three parts:the first part combs the remarkable achievements of Lanzhou New Area in the aspect of controlling dropout through carrying out the control of dropout according to law,management,educational reform and poverty alleviation.The second part systematically analyzes the measures、existing problems and causes of the problems in the aspect of consolidating the effect of controlling dropout and ensuring learning in Lanzhou New Area.The third part is aimed at how to improve.The paper argues that after the success of the work,Lanzhou New Area should strengthen the effectiveness of the work by increasing capital investment,creating a publicity atmosphere and improving the teaching level.However,due to the lack of fundamental solutions to the problems of asymmetric information,poor linkage between departments,unbalanced educational resources,lack of accurate policy implementation,and insufficient dynamic supervision,the consolidation effect of controlling dropout is very little.This paper attempts to establish information sharing,departmental linkage,dynamic supervision mechanism,strengthen publicity and improve the special education system to put forward measures to consolidate the effectiveness of the work,and try to find a feasible way to establish a normalized mechanism to promote the integration of urban and rural compulsory education in Lanzhou New Area and provide support for the long-term and effective implementation of the work. |
