| At present,the rural areas population education level has been greatly improved,but as of 2018,the cultural level of junior high school and below in rural areas still accounts for more than 60% of the total labor population in rural areas,there is a big gap with urban areas,the gap of education level expanded the gap between urban and rural human capital level,further expand the income gap between urban and rural families.Human capital theory points out that education expenditure is one of the important indicators to measure the value of human capital.Therefore,families in rural areas should narrow the gap between the level of economic development and urban areas,and rural families need to improve their education level by improving their education expenditure for their children,so as to fundamentally improve the family economy and improve their ability to resist risks.However,at the same time,due to the early implementation of the birth control planning policy and the increase in life expectancy,my country is currently entering a stage of accelerated aging,leading to an increase in the family’s old-age dependency ratio.Therefore,rural families that rely mainly on family care for the elderly face greater Pressure on the elderly.In this context,for the limited and low income of rural families,medical expenditures and pension expenditures may squeeze out the family’s education expenditures for their children to a certain extent.The new rural social pension insurance as a welfare social endowment insurance plan designed to alleviate the pressure on rural families to provide for the elderly,can reduce the burden of rural families’ endowment expenditures to a certain extent,thereby increasing rural families’ pension expenditures.Expenditure on children’s education.This research is divided into four parts in total: The first part is the introduction.It mainly introduces the background and significance of the research,the literature review at home and abroad,the main content and methods of the research,and the innovations and deficiencies in the research.The second part is the theoretical analysis of this research.This part explains the concepts related to the new rural social pension insurance and family education expenditure,and introduces important theories such as family inter-generational relations.Finally,based on the relevant theories,analyzes the impact of the new rural social pension insurance on the education expenditure of rural families’ children.The third part is the analysis of the current situation of the new rural social pension insurance and the education expenditure of children in rural families.The fourth part is an empirical analysis of the impact of the new rural social pension insurance on the educational expenditure of children in rural families.This paper selects the survey data of the Chinese Family Tracking Survey in 2018,and uses Probit and other measurement models to affect the overall impact of the new rural social pension insurance on the education expenditure of children in rural families and its impact on the education expenditure of children in rural families in different regions,different pension burdens,and different incomes.Conduct empirical research on the impact,and conduct in-depth analysis based on the empirical results,and finally test the robustness of the research results.The fifth part is research conclusions and policy recommendations.This part summarizes the conclusions of this research,and puts forward relevant policy recommendations.Through the analysis of the empirical results,this article draws the following conclusions: First,compared with rural families that did not participate in the new farmers,the insured families are more likely to incur educational expenditures for their children.Second,participating in the new rural social pension insurance and insurance income has a very significant effect on the education expenditure of the family’s children.Third,the new rural social pension insurance can significantly increase the education expenditure of families in the western region on their children.Fourth,the new rural social pension insurance has a significant promotion effect on the education expenditure of children in rural families with the elderly,but the impact on the education expenditure of children in rural families without the elderly is not obvious.Fifth,compared to rural families with middle and high incomes,the new rural social pension insurance can effectively promote low-income rural families to increase their children’s education expenditures.Based on the research conclusions,the following recommendations are put forward: First,increase the publicity of the new rural social pension insurance and increase the insurance participation rate;Second,increase financial support and give low-income areas and families to support policy.Third,strengthen the publicity of rural areas on the family awareness of pension risks and the importance of education investment to family development.Fourth,strengthen policy support for the education of children in rural families with low income level and remote areas. |
