| As a traditional sport in China,badminton is a sport that takes into account both indoor and outdoor sports.It is deeply loved and welcomed by the masses because of its wide audience,controllable amount of exercise,rich entertainment,high appreciation and fitness function.In recent years,with the development of the national fitness campaign,badminton has developed rapidly throughout the country,and it also has a good mass foundation and a high degree of popularity in Dalian.As an effective carrier to develop and popularize badminton,badminton venues have many problems in the process of actual opening and utilization.With the deepening of streamlining administration and delegating powers and the development of the transformation of government functions,our country has set off an upsurge of government purchasing public services,and the practice of purchasing sports public services has also sprung up.Stadiums and stadiums as an important part of sports facilities,the purchase of stadiums and stadiums services is one of the important practices of the government in purchasing public sports services,and it can be used as a new attempt to improve the actual utilization of stadiums and stadiums,and open to the society through the purchase of public services by the government.Thus,through the transformation of government functions,meet the public demand for sports public services,and optimize the allocation of resources.Improving the utilization rate of stadiums and stadiums to complete the task of providing public sports services can effectively alleviate the contradiction between sports supply and demand.From the perspective of government purchasing public services of stadiums and gymnasiums,this paper studies the opening and utilization path of badminton venues in Dalian,using the methods of literature,on-the-spot investigation,case analysis,logical analysis and so on.This paper studies the basic situation of badminton venues in Dalian,the practice of Dalian municipal government in purchasing public services of sports venues,the specific cases of badminton venues in Dalian,the problems existing in public services and badminton venues purchased by Dalian municipal government,and the opening and utilization paths of badminton venues in Dalian.This study took 43 badminton venues in 4 districts of Dalian as the research object,selected the representative venues as a case study,and draws the following conclusions:1.Lack of understanding of government purchase and brand events and publicity means.2.Insufficient site utilization and service supply,and poor service awareness.3.Low degree of participation of social forces,serious phenomenon of "self-purchase" and single form of purchase.4.Lack of effective laws and regulations support,narrow scope of purchase,and relatively backward practice.And put forward the corresponding suggestions: 1.Strengthen all kinds of publicity to raise the awareness of the government and the public on government purchase.Correct the attitude of the government and sports departments,realize the change of thinking;carry out publicity to the public,change the public’s traditional consciousness of "unit people";build brand events and build venues information publicity media.2.Cultivate the awareness of mass sports participation.It is necessary to provide targeted badminton services,carry out pre-experience,cultivate their consumption awareness,improve their identity and promote mass participation.3.Give full play to the enthusiasm of social forces.Cultivate social forces and improve the level of public service acceptance;formulate measures to improve the participation of social forces and the supply of venues services;appropriately expand the scope of government purchase to improve the public welfare of individual venues.4.Improve laws,regulations and policy support.We should make clear the purchase content and standardize the government purchase behavior;improve market supervision and standardize the market behavior of badminton venues;formulate reasonable venue guidance prices and strive to reduce the operating costs of badminton venues;improve the public service evaluation system and supervision mechanism,and establish a professional and multi-level evaluation system and supervision mechanism. |
