Research On The Optimization And Selection Of Venues For Wuhan Municipal Government To Purchase Youth Swimming Activities

The Wuhan Municipal Government ’ s summer cultural,sports and welfare activities have been held for 10 years since 2009.The Wuhan Sports Bureau has purchased free swimming services for summer youths from the society on behalf of the city.There are more than forty venues and hundreds of thousands of participants.After ten years of development,the government has achieved substantial results in purchasing free summer swimming activities for teenagers,and the purchase methods and supervision system of the activities have also been significantly improved.However,the selection and distribution of venues are not reasonable enough at present,and the overall planning is lacking.How to buy and choose venues for free swimming activities is the core of this research.What form and standard is used to select venues is an urgent problem to be solved.From the perspective of the government’s purchase of sports public services,this study uses Delphi’s method and AHP to construct an internal optimization index system for swimming pools according to public needs.Based on the survey results of the questionnaire,it determines the external factors that affect the benefits of swimming pools.The geographic information system constructs an external optimization scoring method.By analyzing the internal and external factors of the 42 free swimming venues to undertake the venues,the results show that the difference in the internal scores between the venues is not obvious,proving that all venues have a more significant effect on the venue operation and management during the activities.However,the results of the research on the external geographical environment of the venues show that the difference in the external scores of the venues is large,and the reason for the significant difference in the geographical scores of the near and near urban areas is mainly the economic conditions of the far urban areas.The number of swimming venues and the population density are much lower than those in the near urban areas.The reason for the significant difference in geographical scores between venues in the same zone is mainly due to the lack of detailed analysis of the geographic location of the venues when choosing free swimming activities to undertake venues in the early stage of the event,resulting in the emergence of multiple swimming venues in the same zone.The distance is close,and there is a situation of public resource grabbing.The venues with good internal comprehensive conditions have a large number of participants,and the venues with poor internal comprehensive conditions have a small number of participants,which prevents the free use of free swimming activities.Finally,the internal and external scores of all the venues are integrated in turn,and the total scores of the 42 free swimming venues are ranked in order by division.For venues with a low total score,we give specific suggestions for rectification;venues with a total score that does not meet the minimum standards for undertaking activities,we will disqualify them from participating in free swimming activities for the next three years.At the same time,it is recommended that the government departments in the early stage of the free swimming activities in the future,the selection conditions for the venues should be added to the geographical environment analysis,increase the activities of publicity and supervision and management mechanism.
