| Employment is the largest livelihood of the people and a basic support for economic development.The report of the 19 th National Congress of the Communist Party of China pointed out that we must adhere to the employment priority strategy and active employment policy,so to achieve higher quality and fuller employment.The employment quality of university graduates is not only connected with the interests of the graduates and their families,but also the implementation of the strategy of revitalizing the country through science,technology and education and the strategy of reinvigorating China through human resource development.During a long time,Jiangsu Province has implemented an active employment promotion policy for university graduates,and the employment rate of university graduates has remained at a high level.As a major employment and talent province,Jiangsu Province has ranked first in the country for the number of university graduates for many years,and the total employment pressure is relatively high.Further optimizing the implementation of university graduate employment policies is of great significance for Jiangsu Province to accelerate economic restructuring and transformation and development and attract more university graduate talents.This paper mainly uses the methods of literature research,questionnaire survey and empirical and quantitative analysis,from the perspective of the Smith Policy Implementation Process Model.Through the analysis of the implementation of employment policies of university graduates in Jiangsu Province,explore the factors that affect the implementation of employment policies,and seek ways to improve the efficiency and effectiveness of employment policies of university graduates.It proposes for the government to further optimize the employment policies of university graduates.Firstly,this paper introduces the background,purpose and significance of the study.Sort out the current research status at home and abroad and the concepts of university graduate employment,and elaborate on the theory of university graduate employment.Secondly,this article discusses the current situation of the employment policy of university graduates,analyzes the current employment situation,and explains the employment status of university graduates in Jiangsu Province.The characteristics and other aspects of the implementation of employment promotion policies for graduates of employment university in Jiangsu Province are discussed.This paper uses the Smith Model to analysis the effect of employment promotion policies for university graduates in Jiangsu Province.Thirdly,this article combines the results of questionnaire surveys and key interviews conducted with the 2018 university graduates,human resource manager of enterprises and institutions,and analyzes the problems and reasons in the implementation of employment policies for university graduates in Jiangsu Province under the new economic normal.Lastly,this article fully draws on domestic and foreign policies and measures concerning the employment of university graduates,and introduces the policy experience of the United States,France,Germany,Japan in other countries and Shanghai,Guangdong,Nanjing in China.According to the employment situation of university graduates in Jiangsu Province and the Smith Model,this paper give some suggestion,such as making further efforts in building a policy system,training graduates’ employability,building an efficient policy enforcement agency,and creating a good policy implementation environment. |
