| How to get high-quality jobs has always been the most direct and realistic issue for college graduates.The government of Quangang District,a modern petrochemical port town where Petroleum and Chemical Engineering College of Fuzhou University is located,has attached great importance to the college graduates’ employment over the years.Since the release of Employment Promotion Law of People’s Republic of China in 2008,the government has been resolutely implementing the higher authority related college graduates’ employment policies and gradually improving the level of public employment security services to ensure college graduates’ stable employment in the district.However,the district’s single industry circumstance and the more complex situation have led to the insufficient capacity of the promotion of employment.How to improve the implementation of employment policies for college graduates in Quangang District is an urgent problem to be solved.Taking the policy implementation of college graduates since 2008 as the object,the article uses relevant theories of public policy implementation to deeply analyzes on the effect of the employment policies for college graduates in Quangang District from 2008 to 2017.It is found that there are problems in the quality of policies,the level of public services,the graduates’ view on jobs,the employment environment,etc.Based on this,the article adopts researching methods such as literature research,questionnaire survey,interview,etc.to make analysis on the influencing factors that effect the implementation of employment policies for college graduates in the district from four dimensions---policy construction,policy implementing subjects,target groups and implementation environment.Finally,on the basis of literature research,data analysis and from the perspective of the implementation of grass-root governments’ policies,the article gives four suggestions on how to improve employment policies for college graduates,how to enhance policy implementation level,how to enhance graduates’ employability,how to enlarge employment space and optimize the policy implementation environment,etc. |
