As an important part of the higher education system,vocational education is a different type of education from general education but has the same important status,which plays an important role in cultivating high-quality technical and skilled talents and providing talents for social and economic development.In foreign countries,vocational education came into being during the first revolution of science and technology and gradually developed with the continuous progress of science and technology as well as the increasing application in the field of production,taking on unique running characteristics.Vocational education in China started late and lag behind in its development idea,its quality and cultivating objectives have not kept up with the pace of economic and social development,especially at this stage when the Chinese economy is transforming from rapid growth to high-quality development and the labor market is undergoing tremendous changes.However,higher vocational colleges still follow the previous running model and lack of strategic adjustment,but their fierce competition is difficult to push Chinese vocational education to the path of high-quality development.In Inner Mongolia Autonomous Region,vocational colleges generally have a series of problems such as ambiguous orientation,outdated running idea,and lack of core characteristic specialties,which are also prominent in Vocational College W with serious homogeneity.At a disadvantage in the competition with peer colleges,W ranks relatively low in the annual report on the quality of higher vocational education and the competitiveness of higher vocational colleges reported by the third party.Combined with the general background of the industry development of higher vocational colleges,this paper referred to relevant classic theories of strategic management and drew on differentiation strategy theory as well as blue ocean strategy analysis tool based on value innovation to comprehensively analyze the internal and external environment of W and find out strategic competitive factors of higher vocational colleges.In addition,this paper employed questionnaire survey to identify the importance of strategic competitive factors as well as the gap in satisfaction,designed differentiation strategy for W through gap analysis,strategic layout and four-step action framework,and proposed recommendations for the implementation and guarantee for the strategy.The differentiation strategy chosen for W is based on the expansion of degree education and skills training as the main development direction,differentiated competition,and characteristics to avoid the red ocean competition for high school students and open up a new blue ocean for expanded degree education.The modular skills training supermarket established for school students and the public helps users master professional skills in a short time,which strives to expand the number of trainees and classes and form a certain influence in society.In addition,the increased in-depth cooperation with enterprises including college-run internship and training bases and college-run enterprises provides more diversified channels for student internship and training.Besides,with flexible class hours and flexible academic years,the combination of core courses and optional training courses is designed to create key and high-quality specialties.Further,the online streamlined auxiliary teaching management services and software and hardware facilities reduce labor and land costs and optimize the cost structure so that the human and material resources of the college are focused on the expansion of degree education and non-degree education to build the core competitiveness of W and make it gradually grow into a characteristic local vocational college.By providing a solution for W to formulate and implement its differentiation strategy,this paper contributes to the application and development of differentiation strategy theory on a practical basis.For higher vocational colleges with similar development status,the “blue ocean strategy” can be used to observe and analyze strategic competitive factors from the perspective of innovative development,grasp the current trends and focus of competitors,discover new opportunities and obtain long-term competitive advantages.This can help higher vocational colleges to jump out of the red ocean of industry competition,open up new markets,expand their boundaries,and thus promote the overall development of vocational education to a higher level.In addition,the analysis of W based on differentiation strategy is as well of great guiding significance for higher vocational colleges to adjust their running ideas and achieve breakthroughs.
