| With China’s economic and social development,the demand for advanced degree,high caliber and high-level professionals is growing while the shortage of educational resources is getting more and more serious.To this end,many cities plan university towns,and universities build new campuses.Generally speaking,the construction of a new campus of the university has an enormous building area and a large investment.The larger the scale of the construction,the more capitals needed.However,in the course of new campus construction,colleges and universities tend to focus on the construction scale while ignore the construction quality and practicability.Therefore,after the completion,it is almost impossible to effectively use a large number of space,software and hardware facilities,resulting in a great waste of human,financial and material resources.The fundamental reason is that colleges and universities do not pay enough attention to the cost control in the decision-making,design,bidding and construction stages of campus building.As such,how to regulate the cost of campus construction and improve the scientific and rational use of capitals has become an important issue in the construction of new campuses of universities and colleges.Taking MH College’s A campus construction project as the research object,combined with cost control theory and methods,this paper analyzes the characteristics,cost composition,construction plan,investment scheme,and actual cost management of the construction project.Based on the overall perspective,this paper mainly introduces the basic principles of construction project cost control in the three aspects of whole process cost control and dynamic cost control.Moreover,it analyzes the factors influencing the cost control of construction projects and its influencing laws,and explores the mutual restriction between the various influencing factors;this paper analyzes the investment decision-making,cost control,construction planning,bidding of the construction project of A campus through methods(such as value engineering method and earned value analysis method),and explores the relevant influencing factors;in view of the problems in the cost control of Campus A construction project,the validity and reliability of the project’s design scheme,bidding scheme,construction scheme,and completion acceptance scheme are analyzed based on the principles of feasibility and reliability.Through activity-based cost control method,value engineering method,and earned value analysis method,the cost management scheme in the project construction is optimized,the management of the construction site is strengthened,and the project cost management information system is introduced.On top of that,the improvement proposal of cost control is proposed,which has important reference value for the cost management and control of other college campus construction projects.This paper analyzes the factors influencing the cost control of construction projects and its influencing laws,and establishes the mutual restriction between the various influencing factors,which is of great significance to identify the influence degree of different influencing factors on the cost control of construction projects. |
