Preschool education is the starting point for talent training,an important part of the national education system, and an important part of national public welfare undertakings.Since ancient times, education has always been a concern of society and families. The quality of education affects the development of individuals, the progress of society, and the future of the country. With the increasing population base and the introduction of the second-child policy, the number of existing kindergartens is not enough to meet the society’s demand for kindergartens, and there is an imbalance between supply and demand. In order to actively develop preschool education, solve the "difficulties in enrolling" and "expensive admission",etc. To meet the needs of school-age children to enter kindergartens, and to promote the scientific development of preschool education,my country introduced a number of expansion policies for preschool education in 2010 to increase the rate of children’s enrollment.Based on the expansion policy of preschool education, this paper uses the two-stage least square method to study the impact of preschool education on children’s cognitive and non-cognitive abilities. In the first stage, the double difference method was used to study the impact of the expansion policy of preschool education on children’s enrollment rate. The second stage studies the impact of kindergarten admission rate on children’s cognitive and non-cognitive abilities.Cognitive abilities include word recall and sequence logic tests;noncognitive abilities include suitability to be a student leader, study hard, play only after learning, and abide by the rules.Through empirical analysis, this paper finds that preschool education expansion policy significantly improves the kindergarten enrollment rate of children, but preschool education has no significant impact on children’s word ability and mathematical logic ability, and has a significant positive impact on whether the non cognitive ability is suitable for student cadres and play after learning. But it has no significant impact on learning efforts and compliance with the rules.Gender variables have a significant impact on non cognitive ability, and girls are better than boys in four non cognitive abilities. The level of urban development has significant causal effect on whether it is suitable for student cadres, playing after study and observing rules and regulations.
