Analysis Of The Influence Of Government Purchase Of Services On Social Work Organizations

The Third Plenary Session of the 18 th CPC Central Committee proposed that “to play a decisive role in the allocation of resources in the allocation of resources” and “to promote government procurement services.All service management services should in principle introduce a competition mechanism through contracts,commissions,etc.to the society."With the government's strong support,the government's purchase of service projects is in full swing throughout the country.It can be said that our current government purchase service is a period of rapid development.This article takes the Qing zheng Lane Neighbour Social Work Service Center of Xining City as the research object,and evaluates the development status of the social work station of Qingzhen Lane community from the perspective of social system theory.Understand what current government service services the social work service station undertakes,and analyze the service effectiveness of government service projects through questionnaires and interviews.The analysis includes: According to the four dimensions of expected goals,whether it meets the expectations of the organization,and the sense of professional identity of the organization's staff,it is concluded that the government procurement services undertaken by the current good-neighbor are generally good,and the professional identity of the staff is slightly insufficient.Through further analysis,it is concluded that in the context of government procurement services,the neighboring social worker service center has the following advantages as a social worker organization with the kind of political and social cooperation provided by local colleges and universities: 1.The supervision of professional college teachers;2.The community has established a good linkage between social workers and volunteers;3 the combination of self-hematopoiesis and blood transfusion;at the same time,the difficulties faced by social service centers in the process of government procurement services are: 1.Insufficient specialization;2.Principles of social work Conflicts in service advocacy;3.Conflicts between long-term service effectiveness and immediate short-term government requirements;4 Institutional staff lack professional identity.In the end,it was concluded that the social worker institutions represented by Permason Social Work Service Center still had the problems of lack of specialization,weakened autonomy,and low professional identity of institutional staff;but on the whole,the government's purchase of services can help its development.To a good promotion role,government procurement services provide financial support,policy guidelines,and development space for social worker organizations.The development of social worker organizations also improves the quality of government procurement services,enriches the content of government procurement services,and improves the government's purchase of services.Efficiency,the two complement each other and promote each other.
