The Phenomenon Of Multiple "Collusion" Under The Background Of Government Purchase Of Social Work Services ——Taking F Organization Project In J Province As An Example

With the transformation of government functions and service-oriented government construction,and response to the 19 th established work sharing social governance pattern,realize the goal of the construction of grand social work talent team,the government will more and more people's livelihood services in the form of contract purchase by social work agencies,make our civil affairs in recent years made new progress and new results.Under the relevant policy support of the party central committee,and social work of promotion and construction,social work in China,the scale and number of social work institutions growing,make the number of social services in the rise,social work of service object is more and more wide,more and more community residents received social work services.However,from the current practice of social work,the development of China's social work in China is in a low level of development stage,and in the process of government purchase of social work services,disadvantages and problems affecting the professional process of social work have been revealed.This paper takes the government purchase service project undertaken by the F social work agency in J Province as the research object,and defines this problem as the phenomenon of multiple "collusion" through the interview method,participatory observation method and literature analysis method.In order to meet the needs of government achievements,they develop empty service content and ignore the actual effect of service;the service objects are willing to cooperate with the "performance" of the organization and social workers;the third party evaluation results of the project conclusion are inefficient to reflect and improve the service,thus forming this "collusion" phenomenon and affecting the specialization process of social work.The author analyzes the causes of social work agencies,based on the current government to buy social work service mode,analyze the survival of social work institutions in the cracks,in the purchase mechanism,operation mechanism and evaluation mechanism affect the problems of social workers professional ability,and hinder the process of social work specialization.In this regard,the author tries to put forward relevant countermeasures and suggestions,emphasizing that through the joint efforts of relevant government departments,social work agencies and social workers,we should break the "collusion" phenomenon,adhere to the people-oriented service concept,attach importance to the vital interests and needs of the service objects,and constantly promote the professional process of social work.
