| The party has always attached great importance to the poor students who drop out of school because of their poor family economic situation and cannot afford tuition.In order to improve the problem of poor students having difficulty in going to school,in 1997,the Party and the state set the general goal of "not allowing a single student to drop out of school due to family financial difficulties".After that,with continuous exploration,China has now established a relatively perfect financial aid policy system,which basically meets the needs of the people for higher education and provides a guarantee for the growth of students.A new era calls for a new mission,In December 2017,the Ministry of Education released the "Ideological and Political Work Quality Improvement Project Implementation Outline in Colleges and Universities",and funding and educating people first appeared in the official document on strengthening ideological and political work.In 2021,the work Conference on Student Financial Aid once again emphasized that it is necessary to thoroughly implement the spirit of the 19 th National Congress of the CPC,follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era,and closely focus on "fostering morality and cultivating talents" to comprehensively and deeply promote financial aid and education.All these indicate that,with the development of society,university funding is no longer a simple material funding work,it has been endowed with profound value of education,become a new measure to improve the quality of ideological and political work in universities.By organically combining funding and educating people,taking ideological leadership as the main line,focusing on the overall development of students,starting from grasping the ideological dynamics and development needs of students from families with financial difficulties,and guiding them to form good ideological and moral qualities,which not only effectively promoted the transformation of financial assistance from extension growth to connotative development,but also has great significance for strengthening and improving ideological and political work.For this reason,this paper focuses on the core issue of university funding for education to carry out research,through focusing on the objective analysis of the current situation of university funding for education,put forward the optimization of university funding for education to provide new ideas for further promoting the funding for education.The specific content is mainly divided into four chapters:The first chapter is the introduction,which mainly introduces the research background,research significance,domestic and foreign research review,research ideas and methods,etc.The second chapter mainly explains the relevant theories of this paper and lays a foundation for this research.First of all,it has a clear definition of financial aid and educational aid of colleges and universities.At the same time,the significance of college funding and educating people is further analyzed,and the supporting role for the entire research is realized.Secondly,the theoretical basis of subsidized education is deeply explored,and the relevant theories of Marxism,the theory of educational equity,the truth-seeking principle of ideological and political education,and the concept of "three-in-one education" are sorted out,which provides a scientific and reasonable theoretical basis for this study.The third chapter,through empirical investigation,further analyzes the status quo of university funding for education,and concludes that although the current university funding for education has made some achievements,there are also problems such as lack of moral awareness,limited ability expansion and poor results of education.On the basis of this,the paper further explores the reasons leading to the problems of university funding for education,including the partial materialization of funding idea,the imperfect mechanism of funding for education,the lagging construction of funding for education team,the simplification of funding for education activities,and the aging of funding for education methods.The fourth chapter is the research emphases and difficulties of this paper.This paper puts forward a series of countermeasures on how to solve the problems and optimize the subsidized education in colleges and universities.It includes setting up scientific concept of subsidizing education,strengthening the construction of subsidizing education mechanism,strengthening the construction of subsidizing education team,enriching the contents of subsidizing education activities and innovating the ways of subsidizing education,so as to promote the comprehensive implementation of subsidizing education. |
