| Our country has won an totally victory in the war against poverty and accomplished the hard task of removing absolute poverty.However,this does not mean the end of poverty control in our country,and the problem of unbalanced and inadequate regional development still exists for a long time,it is an important task to solidify the achievements of poverty eradication,especially to prevent the people who have been getted out of poverty during the14 th five-year plan.The 14 th five-year plan proposes to consolidate the achievements in poverty reduction and effectively link up with the promoting of rural areas,which is related to the construction of a new pattern of domestic and international double-cycle development,it is related to the grow of a modern socialist country and the realization of the second hundred year’s goal.The basic way to prevent the return to poverty is to promote the human capital of the poverty-stricken population through the poverty-relief expenditure of fiscal education.After the poverty problem has been solved,this paper studies the effect of China’s regular fiscal expenditure on poverty reduction through promoting the human capital of the people who have been out of poverty and thus promoting the development of the areas that have been out of poverty,to increase the efficiency of fiscal education poverty reduction outlay is of great practical importance to optimize fiscal education poverty reduction policies and consolidate the results of poverty reduction.Firstly,this paper defines the statistical scope of financial education poverty-relief expenditure,explains the relevant theoretical basis and mechanism,secondly this paper shows the current state of fiscal education poverty reduction expenditure according to the policies and achievements of fiscal education poverty reduction at various stages in China.Then this paper makes an empirical analysis on the effect of fiscal education outlay on poverty reduction to promote the sustainable development of poverty-stricken areas.Finally,this paper depending on the theory and empirical analysis of the conclusions concludes the recommendations about how to improve the effectiveness of fiscal education policy.The first part,based on the existing papers,defines the statistical caliber of the fiscal education poverty reduction outlay,this paper shows the mechanism of action and theoretical basis of fiscal education expenditure on poverty alleviation to promote the development of poverty-stricken areas.The second part,according to the evolution process of the anti-poverty policy of the fiscal education since 1949 and the characteristics of the policies in different stages,uses the relevant statistical data of the fiscal education anti-poverty expenditure from 2000 to 2019,this paper shows the current state and problems of the structure of the fiscal education poverty alleviation expenditure.The third part,based on expounding the direct and indirect effect mechanism of the fiscal education poverty reduction outlay,using the space Dubin model of the fixed effect,verifies the direct influence of the fiscal education poverty reduction outlay.The results of the empirical analysis show that: for every 1% increase in the fiscal outlay for poverty reduction before,the income in rural areas increased by 0.066% this year,which has a positive effect on the increase of per capita net income of rural residents,but there is a lag in this promotion.Fiscal expenditure on poverty alleviation through education also shows a positive spillover effect.An increase of 1% in fiscal expenditure on poverty alleviation through education in adjacent regions will increase the income in rural by 0.280%,the results show that the fiscal outlay on poverty alleviation can indirectly improve the per capita income level of residents in other regions through the spatial spillover effect.Using the rural per capita net income as the explanatory variable and the fiscal education poverty alleviation expenditure as the explanatory variable,the intermediary effect model of rural real per capita human capital as an intermediary variable validates the indirect effect of fiscal education expenditure on poverty reduction.The results of empirical analysis show that the increase of fiscal outlay on poverty reduction through education has a great meaning for the improvement of rural human capital.For every 1% increase of fiscal expenditure on poverty alleviation through education in a certain region,the stock of human capital in this region increases by 0.202% for every 1% increase of fiscal expenditure on poverty alleviation,the per capita GDP of rural residents will increase by0.2196% indirectly through promoting the promotion of intermediary variables.The fourth part,depending on the study conclusion poses the relevant policy suggestion.First,we should continue to increase financial expenditure on poverty alleviation through education to make full use of the spatial spillover effects among regions;second,we will establish an all-round education security system in poverty-stricken areas;and third,we will improve the management of financial expenditure on poverty alleviation through education,fourth,we should continue to innovate the aid-the-poor mechanism and improve the quality of teaching in the areas out of poverty. |
