| Targeted poverty alleviation has become a national governance strategy.Under the guidance of the concept of precision poverty alleviation,we will give full play to the unique advantages of the sports industry in combating poverty,and create a good situation for precision poverty alleviation and sports assistance.Sports and leisure towns as an important part of sports poverty alleviation,give full play to the comprehensive driving effect of sports in many fields,and form a collaborative and nested interactive relationship with precision poverty alleviation.At present,the research results on the poverty alleviation effect of sports and leisure towns are scarce.This study builds on the poverty alleviation effect indicator system of sports and leisure towns based on the refinement and summary of literature and three rounds of Delphi method expert evaluation,combined with interviews,fieldwork,questionnaire survey and other methods,combining theory and empirical,specifically Zhangjiakou The analysis of Taiwu Ski Town in Chongli District of the city further verified the feasibility and rationality of the index system.The following conclusions are drawn:First,sports and leisure towns are a space for the development of the sports industry that needs long-term cultivation,emphasizing the organic integration of regional characteristics and sports culture.With the help of sports events,tourism,training and other formats to promote regional economic development and increase local employment rates,it is the sports poverty alleviation An important means.Based on important theories such as industrial clustering,anti-poverty,social governance,and sustainable development,sports and leisure towns,as an important part of sports poverty alleviation,exert the advantages of multi-industry integration and form a collaborative and nested interactive relationship with precision poverty alleviation.Second,establish a poverty alleviation effect indicator system for sports and leisure towns.After refining and summarizing the literature,experts from the three rounds of Delphi method finally obtained the index system of poverty alleviation effect of sports and leisure towns,with a total of 26 indicators.Among them,there are 4 first-level indicators and 22 second-level indicators,including: 5 economic development,7 social progress,and 5 spiritual civilization.Through the analytic hierarchy process,the weight distribution of poverty alleviation index system of sports and leisure towns is obtained.Among the first-level indicators,the economic development weight coefficient is the highest(0.4829);social progress is the second(0.2720);ecological protection is the third(0.1570);and spiritual civilization is the lowest(0.0882).Among the second-level indicators,the GDP(0.4322),urbanization rate(0.3746),residents 'awareness of environmental protection(0.4518),and acceptance of fresh things(0.4224)are relatively high.Using the fuzzy comprehensive evaluation method to objectively evaluate the rationality of the evaluation index system,the overall score of the poverty alleviation effect index system of sports and leisure towns is 4.7212,which is between good and very good.This shows that the poverty alleviation effect index system of sports and leisure towns obtained in this paper is reasonable and scientific.Third,the overall effect of poverty alleviation in Taiwu ski town is good.This study conducted an empirical survey of Taiwu ski town to confirm the feasibility of the poverty alleviation effect index system of sports and leisure towns and verify the poverty alleviation effect of sports and leisure towns.Through the objective evaluation of the fuzzy comprehensive evaluation method,the overall result of the poverty alleviation effect of Taiwu Ski Town is subordinated to a “very good” rating,with a degree of subordination of 0.715205,indicating that the overall effect of poverty alleviation in Taiwu Ski Town is good.The factors affecting the poverty alleviation effect of Taiwu Ski Town include: the opportunity of the Winter Olympics,environmental advantages,policy dividends,and the development of the ice and snow industry.Based on the above research content,this article proposes ways to promote the development of poverty alleviation and development of small towns with sports and leisure characteristics,including: the use of advantageous resources and the effect of industrial clusters to promote stable income generation in the region;the construction of a "sports +" model to strengthen the integration of sports and related industries;Seize the historical opportunities,promote development with events,and create a boutique sports leisure holiday destination;improve the poverty alleviation incentive mechanism,and enhance the awareness of poverty alleviation and risk prevention of town residents.In summary,this article puts forward research suggestions: fully tap the resource endowments in poor areas,seize the historical development opportunities,and create business cards for sports and leisure special industries in poor areas;promote the integration of related industries in poor areas and formulate medium-and long-term sports and leisure town development plans;The poverty-stricken people are conscious of getting rid of poverty,and promote the sustainable development of poor areas. |
