With the progress of economic civilization,human demand for water resources is increasing day by day.The shortage of fresh water has become a global century problem.Seawater desalination is a scientific way to supplement freshwater resources on the way to solve the water resources crisis.Seawater desalination can effectively supplement the freshwater supply in coastal areas and facilitate people's production and life.Seawater desalination project construction is complex,long construction period,long route,huge cost,and covers multiple stakeholders.There will be many uncertainties and risk factors in its construction.Therefore,how to control the risk in the smallest range,while achieving the established objectives of the organization,to achieve economic benefits,are the focus of this study.In this master thesis,we take Dagang Power Plant desalination diversion project as the research object.The first part,domestic and foreign risk control and desalination project development status are summarized;The second part,it states the risk management theory related concepts,and describes the risk control process and methods;The third part introduces the present situation of Dagang Power Plant and identifies the risk factors that may be encountered in the process of desalination project by expert investigation and field investigation.Five first-level indicators of engineering,environment,engineering technology,management and financial risk and fifteen second-level indicators such as project survey design level are constructed.The fourth part uses analytic hierarchy process and fuzzy synthesis.The evaluation method establishes the risk assessment model of seawater desalination project,analyses the risk components and possible impacts,and finally puts forward the corresponding risk control measures.Through the construction of the model,we can know that the engineering technology risk has the greatest impact,followed by financial risk,and then management risk.These first-level indicators will be the focus of risk control.In the second-level indicators,project survey and design level,cost risk,desalination process and so on should be the key to control engineering risk.This master thesis identifies and analyses the possible risk factors in the desalination process of Dagang Power Plant,seeks the corresponding suggestions and measures,and then improves the risk control ability.This will help to broaden the construction ideas of desalination projects,alleviate the freshwater resource crisis.And at the same time,It provides some reference for how to improve the risk control level of desalination construction.
