Research On The Development Path Of Characteristic Towns In Jiangsu Province From The Perspective Of Industrial Clusters

At present,the characteristic town of our country has been developed for nearly five years.As the focus of the strategic development of urban and rural areas in the new period,the characteristic town is a phased achievement in exploring the development road of urbanization and a preliminary attempt under the background of supply-side reform.it is characterized by distinct policy orientation and regional leadership.Jiangsu Province is an important part of the construction of small towns with Chinese characteristics.While it has made achievements in the construction of characteristic towns,there are also some problems,such as the phenomenon of quality following the trend,the deviation of industrial selection and positioning,the failure to follow the law of town and industrial development,the lack of vitality in the development of small towns,and so on.Therefore,in the transitional stage of the economic development of our country,how to maintain the original intention of the development of the characteristic town,and how to give full play to the advantages of the town according to the regional characteristics,how to cooperate with the government and enterprises to promote the development of the core industry of the characteristic town is an important content to be solved urgently at present.The characteristic town is a regional development complex with a certain industry as the core.Compared with the development of traditional small towns,the gathering requirements of industrial elements are higher and the flexibility is stronger.In more than ten years,the characteristic town of graphene in Changzhou has become a key area for the economic development of high-end manufacturing industry,and occupies an important position in both domestic and international markets.As an emerging high-end manufacturing industrial district,the construction and development of graphene characteristic towns is an important reference case for the construction of small towns with Chinese characteristics.In view of this,this paper discusses the practical path of the construction of characteristic towns based on the perspective of industrial clusters and the development experiences and lessons of graphene characteristic towns in Changzhou.Through the definition of the concept of "characteristic town" and the theoretical analysis from the perspective of industrial cluster,this paper focuses on the general situation of the construction of characteristic towns in Jiangsu Province and the development of graphene characteristic towns in Changzhou,and analyzes the development trend of characteristic towns in Jiangsu Province by SWOT analysis,which lays a foundation for the follow-up theoretical analysis.Then,through the Development and Reform Commission of Jiangsu Province and related research,the paper puts forward nine elements,such as town construction and planning,industrial agglomeration,industrial innovation and infrastructure construction,based on the three dimensions of basic information,characteristic industry,public service,town construction and planning,industrial agglomeration,industrial innovation and infrastructure construction.The evaluation system of the development of characteristic towns is established by 30 indicators such as industrial concentration,and the evaluation results of graphene characteristic towns in Changzhou are given combined with quantitative and qualitative data.the problems and causes are analyzed from the perspectives of system and mechanism,industrial resources,development model and development environment.Finally,from the perspective of industrial agglomeration theory,four optimization strategies are given,which are as follows:(1)Government-led,hierarchical management,multi-agent participation.Adhere to the leading role of policy guidance and scientifically plan all aspects of the development of characteristic towns from the perspective of sustainable development;(2)Excavate resources,integrate elements,and create exclusive business cards.To fully tap the characteristic resources and avoid the occurrence of stereotyped phenomena,so that the characteristic towns can not only become the economic engine driving the regional development,but also become the output platform of the local humanistic spirit and historical accumulation;(3)Cultivate the industry,gather the elements,and highlight the characteristics of the industry.To take the cultivation industry as the focus of the development of characteristic towns,the choice of industry should be based on the guidance of national policies and regional characteristics,and there should be scientific and long-term planning and methods in the process of cultivating industry.from the industrial cluster development to the integration of industry and towns to the brand carding and influence output of characteristic towns to promote the economic development of the whole region.(4)Improve facilities and supporting services to enhance the cohesion of the town.Improve all kinds of services in supporting,so that the functional diversification of characteristic towns,meet the needs of talent life,enterprise development and industrial upgrading,in order to truly retain talents,attract enterprises,and realize the cluster development of the industry.Through the perspective of industrial cluster and the development experience of foreign characteristic towns,and through the systematic evaluation of the development of Changzhou graphene characteristic towns,this paper finds out the development problems of Changzhou graphene characteristic towns,and puts forward four optimization measures based on the cause analysis,which not only provides reference for the future development of Changzhou graphene characteristic towns,but also provides a reference basis for the construction and development path of China's characteristic towns in the future.The characteristic industry is the foundation of the existence and development of the characteristic town.Industrial agglomeration can fully mobilize the functions of the region,enhance the vitality of the town and attract talents.Therefore,when a regional industrial agglomeration can be organically combined with a characteristic town and interact positively,the industrial competitiveness of the town will be greatly increased.
