The growing competition among enterprises,coupled with the impact of uncertain factors such as the trade war between China and the United States and the epidemic on the market,has squeezed the living space of small and medium-sized manufacturing enterprises.Only an enterprise with core competitiveness can achieve long-term development in the ever-changing market,so the capital,land,technology,channels and human resources of the enterprise may gradually become the core competitiveness of the enterprise.Now,small and medium-sized manufacturing enterprise's core competitiveness is human recourse,and the highest proportion of human resources is the front-line technical workers,who are also the main crowd to help enterprises realize the landing of products.At present,the phenomenon of "skilled labor shortage" is common,so how to attract and retain skilled workers,how to motivate skilled workers to improve work enthusiasm and work efficiency is the main problem faced by the managers of small and medium-sized manufacturing enterprises.This paper explain the concept of the motivation,technical workers,the main incentive theory and the domestic scholar the review of the literature of skilled workers incentives,using literature analysis,questionnaire method and case method,based on the theory of ERG in Z company technical survival needs of the workers,the relationship between the need and growth were investigated to understand,find the Z company incentive of technical workers only meet the requirements of part of the skilled workers live,and not too pay attention to the relationship of the skilled workers need and growth needs.This paper combines human resource management theory,incentive theory and practical experience,and considering the Z company's multiple needs of the industry and technical workers,put forward with the combination of material incentive and spiritual incentive incentive methods and designed to meet technical workers live according to the need,relationship needs and growth needs three dimensions incentive scheme.Specific measures are as follows:to meet the living needs of skilled workers,redesigning the salary structure,increasing welfare projects and improving the working environment;According to the mutual relationship needs of technical workers,to meet the emotional needs and organize amateur activities and encourage participation,to create a harmonious,friendly and mutual assistance enterprise atmosphere;To meet the growth needs of skilled workers,education and training plans,double channels for career promotion and honor incentives are established.In the implementation process of the incentive plan,measures should be taken to improve the management level,scientific performance assessment and good corporate culture.
