With changes in the domestic and international environment,my country's economy has entered a new stage.Implementing new development concepts,optimizing industrial structure and improving development quality have become new economic requirements.Resource and environmental issues have become a bottleneck restricting the sustainable development of my country's economy and society.As a new driving force for high-quality industrial development,environmental policies play an important role in adjusting economic structure and upgrading and achieving intensive development.As the source of vitality for my country's modern economic growth,the manufacturing industry plays an important role in my country's economic development and the development of "One Belt,One Road" trade.Appropriate use of environmental policies can provide relative constraints for the development of export quality,thereby enhancing its technological innovation capabilities and achieving high-quality manufacturing development.However,the relationship between environmental policy,green total factor productivity and export quality has certain industry and regional differences,and there has not been a unified discussion of the relationship between the three.Therefore,it is of great significance to explore the direct impact and indirect impact of environmental policy on export quality.This paper first combed the relevant domestic and foreign literature,analyzed the mechanism of environmental policy,green total factor productivity and export quality from a theoretical level,and then used price indicators and DEA-Malmquist index to compare the countries along the “Belt and Road”,Central and Eastern Europe,The export quality of ASEAN and Central Asia and the green total factor productivity of the manufacturing industry are measured,and the results are analyzed in detail.After that,taking 25 manufacturing industries exported from China to countries along the “Belt and Road” from 2008 to 2018 as a research sample,a systematic GMM measurement model was constructed to conduct empirical analysis and draw the following conclusions:(1)The overall quality of China's manufacturing exports There is a rising trend,and there are obvious differences in industries and regions.Compared with laborintensive or resource-intensive industries,the development of technology-intensive industries is still the shortcoming of China's export trade;regional heterogeneity is obvious;(2)China's environmental policies continue to increase The government is now focusing on high-pollution and high-consumption industries,taking the lead in controlling these industries,and adopting subsidies,encouragement,and support strategies for cleaning industries;(3)Green total factor productivity in manufacturing The positive growth trend shows the heterogeneity of the industry,and China's manufacturing industry is transforming from extensive to intensive.(4)Environmental policies have effectively promoted the upgrading of my country's export quality,and the process of improving export quality is gradually cumulative.Finally,based on the theoretical and empirical research results,this article proposes the following policy recommendations:(1)Appropriate environmental policies are feasible for achieving a win-win situation of environmental protection and trade transformation and upgrading;(2)Appropriate green total factor productivity improvement Will strengthen the positive impact of environmental policies on export quality;(3)Reasonable capital intensity is the key to promoting export quality upgrading;(4)Selectively attract investment and optimize the industry structure with foreign investment;(5)Increase independence The proportion of R&D investment.
