Since the reform and opening up,China's economic growth has continued to esteem the world for many years,but behind this high growth is high energy consumption,high pollution,and low efficiency,and environmental pollution will inevitably affect the sustainable development of manufacturing.In recent years,with the continuous development of the new development concept of "green water,green mountains and golden mountains and silver mountains",the government and residents' environmental protection consciousness has been continuously enhanced,which has put forward higher requirements for the scope and quality of environmental protection policies formulated by the government.Environmental pollution,as a significant negative public product,is caused by various reasons such as market failure,asymmetry of information,weak government supervision and enforcement,and inadequate environmental regulations in the process of economic development.Facing increasing resource constraints,increasing environmental pollution,and accelerated degradation of ecosystems,From the first chapter of the report of the 18 th National Congress of the Communist Party of China in 2012,it discussed ecological civilization and integrated it into the overall layout of the "Five in One." Demanding that the construction of ecological civilization should be given prominence,integrated into all aspects and the entire process of economic,political,cultural,and social construction,and strive to build a beautiful China and achieve the sustainable development of the Chinese nation,The concept of green development put forward and explained by the Fifth Plenary Session of the Eighteenth Central Committee of the Eighteenth Central Committee and the 2018 Central Economic Work Conference called for the enhancement of technological innovation capabilities and the acceleration of green development.Comprehensively improve the level of the industrial chain,coordinate and promote economic development and environmental protection,strengthen pollution prevention and ecological construction,and promote high-quality economic development.All these require changing the mode of economic development,improving the quality of economic growth,and promoting sustainable and green development of the economy,especially manufacturing.This also means that the development mode of manufacturing needs to change from the extensive growth that was highly dependent on factor energy input to reduce the input of non-renewable factors,reduce the negative output of pollutant emissions,and achieve the efficient use of traditional labor capital factors.At the same time,intensive green growth that improves the efficiency of economic output.In this context,the implementation of reasonable environmental regulatory policies and measures promotes the improvement of manufacturing efficiency.Not only is the necessary path for China's manufacturing industry to transform and upgrade at present,but it is also one of the most important issues that China's manufacturing industry needs to solve urgently at this stage.In recent years,China has also introduced a series of environmental governance,supervision,and management mechanisms and systems.From the introduction of the "historical strictest" environmental protection law in 2015,to 2017,it has proposed to win the blue sky defense battle.after the "Environmental Protection Tax of the People's Republic of China" officially implemented in 2018,the promulgation of these laws and regulations reflects the urgent requirements of the Party Central Committee for the transformation and upgrading of manufacturing industry to intensive and efficient.So can the implementation of these environmental regulations promote the improvement of the efficiency of China's manufacturing industry? Will it help China's transition from a "manufacturing power" to a "manufacturing power" ?The thesis focuses on the core issue of the mechanism of environmental regulation on manufacturing efficiency,Based on the analysis of the status quo of the impact of environmental regulation on manufacturing efficiency,a systematic and comprehensive study of the problems of environmental regulation on the innovation mechanism and employment mechanism of manufacturing efficiency,and got the following five conclusions: Environmental regulation has a lagging effect on the green TFP of the manufacturing industry;The lagging phase of environmental regulation has a positive impact on technological progress and adversely affects technological efficiency;the current environmental regulation has adversely affected the technological progress of manufacturing and promoted technological efficiency;The implementation of environmental regulatory policies has a significantly different impact on the subdivision mechanism of the innovation effect,and there is a non-linear relationship;Environmental regulation not only has a direct effect on the green total factor productivity of the manufacturing industry,but also has an indirect effect on the green total factor productivity of the manufacturing industry through the employment effect.The thesis is mainly divided into eight chapters,the first two chapters are introduction,literature review and theoretical basis;The third chapter analyzes the transmission mechanism of employment and innovation in the impact of environmental regulations on manufacturing green total factor productivity from the theoretical level,and provides theoretical support for the next step of empirical analysis;In chapter 4,a comprehensive index to measure the degree of pollution is constructed,and the widely used non-radial SBM directional distance function Malmquist index is used to measure the green total factor productivity of 27 sub-industries in China's manufacturing industry,Analysis of the impact of Environmental Regulation on Green Total Factor Productivity of Manufacturing Industry from the Perspective of whole Industry and Sub-industry respectively;In the fifth chapter,based on the relevant theories of "innovation compensation theory" and "following cost theory",the interactive term is used to construct a dynamic nonlinear model to empirically analyze the innovation effect of environmental regulation on green total factor productivity in manufacturing industry.The sixth chapter,through the structural change of employment,establishes the "bridge" of the interaction between environmental regulation and green total factor productivity,and empirically analyzes the employment effect of environmental regulation on green total factor productivity.In chapter 7,the structural equation model is used to analyze the direct and indirect effects of environmental regulation on green total factor productivity in manufacturing industry in detail and systematically from the point of view of employment effect and innovation effect.the purpose of solving practical problems is achieved by analyzing the relationship between variables.The last chapter makes an inductive exposition from the research conclusions and research prospects.The main research methods used in this paper are dynamic panel GMM analysis,two-stage least square method,threshold regression analysis and structural equation model.The main analysis tools used are STATA14.0,SPSS,CITYSPACE,SMARTPLUS3.0 and other software.This paper makes a detailed static and dynamic description of the relationship between environmental regulation and manufacturing green total factor productivity,hoping to maximize the degree of innovation and employment path of the impact of environmental regulation on manufacturing green total factor productivity,so as to improve the accuracy of empirical results and the accuracy of the conclusions of this paper.The innovation of this paper mainly has three points: taking the innovation effect and employment effect as the starting point from both theoretical and empirical aspects,this paper explores the transmission mechanism and influence degree of the influence of environmental regulation on green total factor productivity in manufacturing industry.Considering the different characteristics of different types of work,this paper deeply analyzes the transmission effect of the subdivision of employment effect,breaks through the thinking of one-way linear research,and uses the threshold effect model to analyze the nonlinear threshold effect of environmental regulation on green total factor productivity in manufacturing industry under different types of work.Considering the complexity and relevance of the impact of environmental regulation on green total factor productivity of manufacturing industry,while taking into account the relationship among multiple variables,the GME-SEM model is used to analyze the direct and indirect effects of environmental regulation on green total factor productivity of manufacturing industry through a series of correlation models.
